1. What has oil revenue been spent on? 2. What does the BIS mean? 3. How many dollars did exporting countries purchase in U.S. securities? 4. What could an unknown amount of funds have been invested in U.S. assets through? 5. What does hidden petrodollars increase?

TEXT

АГНИ

WHERE DO PETRODOLLARS GO?

1. A 2006 U.S. Treasury Report indicated that increased oil prices generated an extra

$1.3 trillion in revenue for OPEC countries since 1998. Oil revenue has been spent on

increased imports, higher wages for government employees, increasing reserves, and

ка

retiring debt. Oil producing countries used these funds toеprovide a cushion to fall

back on. They learned from the 1998 recession, when тdemand for oil fell and prices

declined. These actions helped to lower volatility inоtheir economies, and therefore

the global economy.

и

2. Up to 70% of the $700 billion inиOPEC'sблinvestable reserve funds couldn't be accounted for by the Bureau of бInternational Settlements (BIS). The BIS only reported OPEC members, so that the non-OPEC funds were also unaccounted for. The Treasury reported that oil exporting countries purchased about $270 million in U.S. securities. Based on other information, they suspected the unaccounted-for funds

were invested in construction loans, regional stock markets, private equity funds and

hedge funds. An unknown amount of funds could have been invested in U.S. assets

ая

through foreign intermediaries and therefore untraceable.

нн

3. Hidden petrodollars increases global volatility due to the sheer amount - $400

billion. If it is in U.S. Treasuries, a withdrawal of that size could trigger both a

decline in the роdollar, and higher interest rates. This probably will not happen, since

the U.S. is also oil's best customer. (Source: Petrodollars and Global Imbalances,

OccasionalктPaper No 1, February 2006, Department of the Treasury, Office of

1.

и

Alexander Stepanovich Popov was a Russian physicist who was the first person to

б

demonstrate the practical application of electromagnetic radio waves. Born in the

ая

town Krasnoturinsk, Sverdlovsk Oblast in the Urals as the son of a priest, he became

interested in natural sciences when he was a child. His father ensured that Alexander

received a good education at the seminary at Perm, and later studying physics at the

St. Petersburg University. After graduation in 1882 he started to work as a laboratory

ро

assistant at the university.ннHowever, due to the poor funding of the university he

changed to a teaching job at the Russian Navy's Torpedo School in Kronstadt.

кт

2. Beginning in the early 1890s he conducted experiments along the lines of Heinrich

е

Hertz's research. In 1894 he built his first radio receiver, which contained a coherer.

л

Further refined as a lightning detector, it was presented to the Russian Physical and

Э

Chemical Society on May 7, 1895—the day has been celebrated in the Russian Federation as "Radio Day". The paper on his findings was published the same year (December 15, 1895). He did not apply for a patent for his invention. In 1896, the article depicting Popov's invention was reprinted in the 'Journal of the Russian Physical and Chemical Society'.

3. In March 1896, he effected transmission of radio waves between different campus buildings in St. Petersburg. In November 1897, the French entrepreneur Eugene

74

Ducretet made a transmitter and receiver based on wireless telegraphy in his own laboratory. According to Ducretet, he built his devices using Popov's lightning detector as a model. By 1898 Ducretet was manufacturing equipment of wireless telegraphy based on Popov's instructions. At the same time Popov effected ship-to- shore communication over a distance of 6 miles in 1898 and 30 miles in 1899.

4. In 1900 a radio station was established under Popov's instructions on Hogland island (Suursaari) to provide two-way communication by wireless telegraphy between the Russian naval base and the crew of the battleship General-Admiral Apraksin. The battleship ran aground on Hogland Island in the Gulf of Finland in November, 1899. The crew of the Apraksin was not in immediate danger, but the water in the Gulf began to freeze. Due to bad weather and bureaucratic red tape, the crew of Apraksin did not arrive until January 1900 to establish a wireless station on

Hogland Island.
