When using the method based on analogue objects, the recommended cost of certain types of work
(work packages) is presented in table 2.2.
The structure of the estimated cost of certain types of work, calculated by the resource and base-index
methods, includes the amount of direct costs (including the cost of wages for construction workers,
the operation of machines and mechanisms, material resources), overhead costs and estimated profit.
Calculations of the cost of work by the basic-index method are carried out in the form presented
in table 1.14. Calculations of the cost of work (the price of a constructive solution (element)) using
the basic-index method according to state estimated standards are carried out using the Federal unit
prices for construction and special construction work FER (ed. 2020), Federal collections of estimated
prices for materials, products and structures used in construction, as well as current indices of changes
in the estimated cost, published on the website of the Ministry of Construction of Russia.
Calculations of the cost of work (the price of a constructive solution (element)) using the basic-index
method according to the territorial estimated standards for the city of Moscow are carried out on the
basis of the data given in the TSN-2001 collections and the corresponding conversion factors (indices)
to the current price level.
The values of overhead costs and estimated profit are determined in % of the wage fund for workers
(builders and machinists).
As a result of the calculations, it follows:
1) graphically present the structure of construction costs by work packages, types of work and
costs e-
2) to analyze the structure of the cost of construction of a capital construction object;
3) graphically represent the structure of the cost of certain types of work by cost elements
;
4) analyze the structure of the cost of certain types of work by cost elements direct costs,
overhead costs, estimated profit.

2.3. Formation of a consolidated estimate calculation of the cost
of construction of a capital construction object at the design stage
The consolidated estimate calculation of the cost of construction of a capital construction facility
is compiled in prices as of January of the current calendar year.
The formation of a consolidated estimate calculation of the cost of construction of a capital
construction object is carried out by chapters in accordance with the order of the Ministry of Construction
of Russia dated 04.08.2020 421/pr in the form presented in table 2.6.
Depending on the chosen type of estimate standards (state estimate standards or territorial estimate
standards of the city of Moscow), the procedure for calculating the costs of temporary buildings and
structures, maintenance of the customer service, construction control, design work, architectural
supervision differs.
The results obtained when calculating the cost of construction of a capital construction facility by
type of work (table 2.3) are transferred to column 8 of the summary estimate. Distribution in columns
4, 5, 6, 7 is carried out by calculation:
felling and replanting of trees column 4 95 %, column 7 5 %;
geodetic signs column 4 100 %;
carrying out in nature of the axes of the building and checking the landing of the building
column 7 100 %;

In order to calculate the cost of construction control to determine the cost of construction based
on the results of chapters 19 of the consolidated estimate calculation in the base price level as of
01.01.2000 (in the absence of calculation in the base price level), it is recommended in the course work:
A. When calculating according to state estimated standards, apply the estimates of changes in
the estimated cost published on the website of the Ministry of Construction of Russia, in the section
B. When calculating according to TSN-2001, apply the generalized index of changes in the cost
When determining the cost of design work, survey work and the cost of reviewing design
documentation and engineering survey results within the course work, data from analogous objects can
be used (table 2.2).
The calculated estimated cost of building an object should not exceed the estimated (marginal)
cost determined using the aggregated construction price standards.

2.4. Calculation of the initial (maximum) prices of contracts (agreements) when making purchases at the construction stage
The calculation of the initial (maximum) price of contracts (agreements) is carried out in accordance
with the Order of the Ministry of Construction of Russia dated 23.12.2019 841/pr [7].
Indices of change in the estimated cost of design and survey work, calculated using collections
of basic prices for design and survey work (SBCP, SBCI), are accepted according to the letters of
the Ministry of Construction of Russia relevant at the time of calculation on the magnitude of forecast
indices of change in the estimated cost of design and survey work.
The conversion factors (inflationary change) of the base cost of design work, calculated using
the Moscow Regional Recommendations (MRR), are adopted in accordance with the Order of the FEM
on the approval and implementation of the conversion factors (inflationary change) of the basic cost
of urban planning, design and other types of work (services), carried out with the involvement of funds
from the budget of the city of Moscow.
As a result of the calculations, it follows:
1) graphically present a comparative diagram of the estimated (marginal) cost of construction,
the estimated cost of construction according to the summary estimate and the initial (maximum) price
of the contract (agreement);
2) analyze deviations of cost indicators.
2.5. Calculation of firm contractual prices of contracts (agreements) based on the results of purchases at the construction stage
Calculation of a fixed contract price is carried out according to the forms presented in table 2.7
and table 2.8.
