The final cost indicators of local cost estimates (estimates) are included in the object cost estimates (estimates). Object estimates are developed for individual capital construction projects and include. The estimated cost in the object cost estimates (estimates) is determined by summing up the data of local cost estimates (estimates) with the distribution of costs by the following elements of the estimated cost of construction: the cost of construction (repair and construction) work, installation work, equipment, other costs.

In the absence of data on estimated prices in the FSIS PS in the current price level for individual materials, products, structures (hereinafter referred to as material resources) and equipment, as well as estimated standards for certain types of work and services, it is allowed to determine their estimated cost according to the most economical option determined based on the collection of information on current prices.
To conduct market analysis, information from open and (or) official sources on current prices is used (in particular, print publications, the Internet information and telecommunication network, confirmed by supporting documents signed by manufacturers and (or) suppliers of relevant material resources and equipment (works, services) and (or) certified signatures of an authorized person of manufacturers and (or) suppliers, when using supporting documents from open sources signed by an authorized person of the customer.
Documents justifying the cost at current prices must be received within a period not exceeding 6 months before the estimated cost is determined.

Solution of task 1.11.
1. To select the form of a local estimate calculation (table 1.10), we will use the Methodology
for determining the estimated cost of construction, reconstruction, overhaul, demolition of capital construction facilities, work to preserve cultural heritage sites (monuments of history and culture) of the peoples of the Russian Federation on the territory of the Russian Federation [5].

1.6. The procedure for the formation of a consolidated estimate calculation of the cost of construction

Description and form of the summary estimate calculation of the cost of construction
In accordance with the technological structure of capital investments and the established activities of the organizations of the construction complex, the estimated cost of construction (fig. 1.8) is determined by the formula


When determining the estimated cost of construction, construction works include:
general construction earthen, pile, carpentry, concrete, reinforced concrete, plastering, roofing, painting, masonry, facing, glass;
for the installation of concrete, reinforced concrete, metal, wood and other building structures that are part of buildings and structures;
special-construction work on the arrangement of foundations, foundations, supporting structures for equipment, lining and lining of boilers, furnaces, insulation;
special construction for the arrangement of internal water supply, sewerage, heating, ventilation, gasification, etc., as well as for the arrangement of external networks of water supply, sewerage, heating;
landscaping and improvement of the building area, as well as landscaping and improvement of cities and towns;
for the development, preparation, planning and drainage of building territories and related work on the demolition of buildings, felling forests, uprooting stumps, etc.;
reclamation and irrigation, drainage, etc.;
water management and irrigation canals;
geological and hydrogeological (drilling, pitting, pumping water and other works related to
the construction of buildings and structures);
transport construction (railways, roads, bridges, airfields).
Installation work includes:
assembly and installation of production, technological, energy and other equipment;
laying of power supply lines and networks to electric power plants, connection to electric
networks and preparation for commissioning of electric machines;
laying of technological pipelines and arrangement of connections to the equipment of raw materials, semi-finished products, water, air, steam, cooling and other liquids in the volumes provided for by the collections of estimated standards for the installation of equipment;
installation and installation of technological metal structures, service platforms, stairs and other devices structurally related to the equipment;
laying and installation of communication networks, broadcasting, television;
other works provided for in the collections of estimated standards for the installation of
equipment, including its dismantling, carried out during the reconstruction, technical re-equipment and overhaul of existing enterprises, buildings and structures.
The technological structure of capital investments underlies the formation of a consolidated estimate of the cost of construction.
The main provisions on the preparation of a consolidated estimate of the cost of construction are given in the Decree of the Government of the Russian Federation dated 16.02.2008 87 On the composition of sections of project documentation and requirements for their content [4] and the Methodology of the Order of the Ministry of Construction of Russia dated 04.08.2020 421/pr [5].
A summary estimate of the cost of construction is developed for the construction site and (or) the construction stage based on the final cost indicators of object and (or) local estimates (estimates), as well as estimates for certain types of costs.
When determining the cost by the resource or resource-index method, a consolidated estimate calculation is developed at the current price level. With the basic-index method, simultaneously with the consolidated estimate calculation at the current price level, a separate consolidated estimate calculation is developed at the basic price level.
The summary estimate calculation determines the estimated cost of construction of capital construction facilities located within the construction site and (or) the boundaries of the right of way of linear facilities for which project documentation has been prepared, the costs of the construction facility, taking into account the natural, climatic, regional conditions of the territory and other features of the land site, including the costs of construction of capital construction facilities located outside the construction site and provided for by the project documentation, including title temporary buildings and structures, as well as engineering and technical support networks related to the construction site.

The estimated cost in the summary cost estimate is determined by summing up the final cost
indicators of object and (or) local cost estimates (estimates), estimates for certain types of costs.
PRACTICAL WORK 1.6
Task 1.16. Determine the amount of costs for the construction of title temporary buildings and
structures, if it is known that the results for columns 4 and 5 following the results of chapters 17 of the consolidated estimate are 444 962,21 thousand rub. and 49 941,47 thousand rub. respectively. The object of construction is a residential building of a blocked building.

1.7. The procedure for the development and application
of the territorial estimated standards of the city of Moscow Architecture
General provisions of TSN-2001 city of Moscow
The territorial estimated standards for the city of Moscow were approved by the Decree of the Government of Moscow dated 14.11.2006 900- the estimated cost of construction in the city of Moscow using territorial estimated standards in the price (TSN-2001) refer to the territorial estimated standards and are included in the federal register of estimated standards.
The base is intended for the preparation of estimate documentation when concluding state contracts for the development of estimate documentation by State customers (customers) engaged in the construction (technical re-equipment, reconstruction, overhaul) of facilities at the expense of the budget of the city of Moscow.
When financing from the Moscow city budget, the TSN-2001 MGE base with the corresponding indices is used.
The structure of the TSN-2001 base is a set of chapters and collections. Chapter 12 TSN-2001.12 General instructions for the use of TSN-2001 contains the organizational structure of TSN-2001, general provisions and rules for the application of standards, rules for determining the estimated cost and drawing up budget documentation.
PRACTICAL WORK 1.7
Task 1.20. Generate a local estimate for the overhaul of the facade of an object financed from
funds from the city of Moscow.
Solution of task 1.20.
We will use the official website of the State Autonomous Institution of the City of Moscow Research Analytical Center (https://niac.mos.ru), section Regulations.
Also, the necessary data for the calculation can be found on the website of the Moscow City Committee on Pricing Policy in Construction and state expertise of projects (mos.ru/mke) in the sections Activity Pricing.
The necessary prices are taken from the corresponding collections of TSN-2001. The local estimate calculation (table 1.22) by the basic index method should be made in accordance with TSN-2001.12 General provisions on the application of territorial estimated standards of mountains. Moscow with the use of collections TSN-2001. Recalculation to the current price level is carried out using collections of conversion coefficients to the current price level of the estimated cost of construction and installation works defined in the norms and prices of TSN-2001 (for January 2023).
