Calculations of the specified coefficient are carried out during the development of the Indicator. The cost of the Indicator in the prices of the subject of the Russian Federation is determined on the basis of the data of the subsystem Monitoring the cost of construction resources of the FSIS PC.

In the absence of data on the cost of construction resources included in the Calculation Methodology, developed for the formation of the Indicator, in the FSIS PC, the value of the specified coefficient can be determined by the type of work of the capital construction object as the ratio of the value of the index of change in the estimated cost of construction and installation works, published by the Ministry for the subject of the Russian Federation, to the same index for the base region. At the same time, the deviation of the obtained coefficient from the previously approved one for this subject of the Russian Federation should not exceed 2 %, both up and down.
If there are calculations justifying the need to revise the value of the transition coefficient from the prices of the base area to the price level of the constituent entities of the Russian Federation (part of the territory of the constituent entity of the Russian Federation), the executive authorities of the constituent entities of the Russian Federation submit to the Ministry data on the cost of the main construction resources included in the Calculation Methodology, developed for the formation of the indicator, with at least three documents justifying the cost of each pricing resource (commercial offers, price lists of Suppliers, other documents containing information on the cost of construction resources, including those posted on the official websites of manufacturers, suppliers or received upon request) (official letter, e-mail, fax) The Ministry sends the list of resources included in the Resource Model at the request of the executive authority of the constituent entity of the Russian Federation.

Determining the cost of construction based on objects similar to the projected object
In the absence of NCS, the estimated (marginal) cost of construction is calculated based on the estimated cost of objects similar in purpose, design capacity, natural and other conditions of the territory where construction is planned (for analogous objects).
Criteria on the basis of which the similarity of the projected capital construction object and the capital construction object is established, in relation to which the project documentation has been prepared:
The purpose of the projected capital construction facility corresponds to the purpose of the
capital construction facility, for which the project documentation has been prepared.
The capacity of the facility being designed corresponds to the capacity of the capital construction
facility (permissible deviation of the value is no more than 10 %).
The area and (or) length (in relation to linear objects) of the designed object correspond to the area
and (or) length of the capital construction object (permissible deviation of the value is no more than 10 %).
The natural conditions of the territory (climatic region and sub-region, wind region, snow region,
seismic impact intensity, engineering and geological conditions) on which it is planned to carry out the construction of the projected object correspond to the natural conditions of the territory where the capital construction object is located.
PRACTICAL WORK 1.3
Task 1.7. Calculate the cost of building a kindergarten with load-bearing walls made of bricks
and a ventilated facade for 200 places for the base area (Moscow Region) as of 01.01.2024 using the construction price standard. The working conditions are normal (standard), not complicated by external factors.
Solution of Task 1.7.
1. 1.4. The procedure for the formation of the estimated cost
of construction in the development of project documentation
The procedure for the development of estimate documentation as part
of the project documentation
Project documentation is documentation containing materials in text and graphic forms and (or) in the form of an information model and defining architectural, functional, technological, constructive and engineering solutions to ensure the construction, reconstruction of capital construction facilities, their parts, overhaul. The preparation of project documentation is not required during the construction, reconstruction of an individual housing construction object, a garden house. The developer, on his own initiative, has the right to ensure the preparation of project documentation in relation to the object of individual housing construction, a garden house.
The preparation of project documentation is carried out on the basis of the assignment of the developer or technical customer (when preparing project documentation on the basis of a contract for the preparation of project documentation), the results of engineering surveys, the information specified in the town-planning plan of the land plot, or in the case of preparing design documentation for a linear facility based on the project planning of the territory and the project of land surveying (with the exception of cases in which the construction, reconstruction of a linear facility does not require the preparation of documentation for planning the territory) in accordance with the requirements of technical regulations, specifications, permission to deviate from the limiting parameters of permitted construction, reconstruction of capital construction projects.
The person preparing the project documentation may be a developer or an individual entrepreneur or a legal entity that has entered into a contract for the preparation of project documentation. The person who prepares the design documentation is responsible for the quality of the design documentation and its compliance with the requirements of technical regulations. The developer has the right to prepare project documentation independently, provided that he is a member of a self-regulatory organization in the field of architectural and construction design, or with the involvement of other persons under a contract for the preparation of project documentation.
The composition and requirements for the content of sections of project documentation submitted for examination of project documentation and to state construction supervision bodies are established by the Government of the Russian Federation and are differentiated in relation to various types of capital construction objects (including linear objects), as well as depending on the purpose of the objects capital construction, types of work (construction, reconstruction, overhaul of capital construction facilities), their content, sources of financing work and the allocation of individual stages of construction, reconstruction.
Design documentation for capital construction facilities for industrial and non-industrial purposes consists of sections. The section Estimate for the construction of capital construction projects should contain a text part as part of an explanatory note to the estimate documentation and estimate documentation.
Estimated documentation is included in the project documentation section Estimate for the construction of capital construction projects. After passing the state examination, the design documentation is approved by the customer.
As part of the estimate documentation, the following estimates are developed:
summary of costs (if necessary);
consolidated estimate calculation of the cost of construction (SSRSS);
object estimates (budgets) (OS);
local budget calculations (budgets) (LS);
estimates for certain types of costs (SR).

An integral part of the estimate documentation is an explanatory note; bills of quantities; supporting documents.
At the stage of architectural and construction design, when forming an information model of a capital construction object, one of its most important elements is the information model Estimates. It includes interrelated information from other sections of the information model, necessary for the formation of the estimated cost using software tools that allow you to unload the necessary information from the capital construction information model:

The procedure for determining the cost of construction and installation works,
the cost of equipment, furniture and inventory, other costs in local estimates
Local estimates (estimates) are developed for design solutions and (or) complexes (types) of work in accordance with the technological sequence of work and taking into account the conditions for their implementation. When drawing up local cost estimates (estimates), the detailing of the capital construction object for structural solutions (elements) and (or) complexes (types) of work is determined by the customer.
Local estimates (cost estimates) take into account estimated direct costs, estimated cost of equipment, overhead costs and estimated profit.
The cost of construction work, equipment installation work (hereinafter referred to as construction and installation work, construction and installation works) includes estimated direct costs, overhead costs and estimated profit, as well as certain types of costs attributable to the cost of construction installation works [5].
The estimated cost of construction and installation works can be presentated by fig. 1.3 and is calculated by the formula

In turn, the sum of direct costs and overheads as part of the estimated cost is the cost of construction and installation works:

Direct costs are directly related to the production of specific types of work and structural (fig. 1.4) elements and parts of buildings and structures and are calculated according to the formula

The amount of direct costs is determined by direct account depending on their volume and the amount of estimated costs using the appropriate unit prices. As part of direct costs, separate lines may include the cost of transportation and loading and unloading operations, not attributed to the cost of material resources.

Pricing methods
The estimated cost of construction as part of local estimates is determined by the following methods: basic-index, resource and resource-index.
Basis-index method
The method for determining the estimated cost of construction, applying to the estimated cost determined using unit prices, including their individual components, information about which is included in the Federal Register of estimated standards developed in the basic price level, the corresponding indices of change in the estimated cost (fig. 1.5).
