1.1. Legal regulation, stages, basic concepts of pricing and cost estimation in construction
The purpose of studying the discipline Pricing and cost estimation in construction is the formation
of the students competencies in the field of a systematic understanding of the processes of pricing
and estimated rationing at various stages of the life cycle of an investment and construction project.
The effectiveness of the implementation of investment and construction projects largely depends
on the accuracy and reliability of the construction cost calculation. For the effective use of investments
in the Russian Federation, a system of pricing and cost estimation in construction has been created
(mandatory for use in the case of state and municipal orders).
The system of pricing and cost estimation in modern conditions should be considered comprehensively, as a single mechanism, taking into account sources of financing (budgetary and non-budgetary),
types of construction (construction, reconstruction, overhaul, demolition), participants in investment
and construction activities (investor, developer, customer, designer, contractor), stages of implementation
of investment and construction projects (pre-project stage justification of investments, architectural
and construction design, construction) (fig. 1.1).

Competently compiling reliable calculations of various types of cost requires deep knowledge
in the field of regulatory and legal regulation of the pricing system and cost estimation, as well as
methods for developing and applying estimated standards.
Basic concepts of pricing and cost estimation in construction:
– Estimated (marginal) cost of construction, reconstruction of capital construction objects
the amount of funds required for the construction (reconstruction) of capital construction objects,
which cannot be exceeded when developing design documentation for these capital construction objects.
– Aggregated construction price standard an indicator of the need for funds necessary to create
a unit of capacity of construction products, designed to plan (justify) investments (capital investments)
in capital construction projects.
– Project documentation is documentation containing materials in text and graphic forms and (or)
in the form of an information model and defining architectural, functional, technological, constructive
and engineering solutions to ensure the construction, reconstruction of capital construction facilities,
their parts, overhaul.
– Estimated cost of construction, reconstruction, overhaul, demolition of capital construction facilities,
work to preserve cultural heritage sites (hereinafter referred to as the estimated cost of construction)
the estimated cost of construction, reconstruction, overhaul, demolition of capital construction facilities,
work to preserve cultural heritage objects, subject to determination at the stage of architectural and
construction design, preparation of estimates for the demolition of a capital construction object and
application in accordance with Article 8.3 of the Urban Planning Code.
– Estimated norms a set of quantitative indicators of materials, products, structures and
equipment, labor costs of workers in construction, the operating time of machines and mechanisms
(hereinafter referred to as construction resources) established for the accepted unit of measurement,
and other costs used in determining the estimated cost of construction.

investments, including the necessary project documentation developed in accordance with the legislation
of the Russian Federation and duly approved standards (norms and rules), as well as a description of
practical actions for the implementation of investments (business-plan).
– Public technological audit of the investment project conducting an expert assessment of
the rationale for the choice of the designed technological and structural solutions for the creation of a
capital construction object within the framework of the investment project for their compliance with the
current level of development of engineering and technology, modern building materials and equipment
used in construction, taking into account the requirements of modern technologies production required
for the operation of a capital construction facility, as well as operating costs for the implementation of
an investment project in the life cycle process in order to increase the efficiency of the use of budgetary
funds, reduce the cost and reduce construction time, and increase the competitiveness of production.
– Price audit of an investment project conducting an expert assessment of the cost of a capital
construction object, taking into account the results of a public technological audit of an investment project.
– State contract, municipal contract an agreement concluded on behalf of the Russian Federation,
a constituent entity of the Russian Federation (state contract), a municipal formation (municipal
contract) by a state or municipal customer to ensure, respectively, state needs, municipal needs.
– The initial (maximum) contract price (IMCP) is the maximum price indicated by the customer
in the notice, procurement documentation, invitation to participate in the procurement. It is formed
when a supplier is determined in a competitive way. The rules for determining the IMCP with
budget financing are regulated by Federal Law 44-FZ On the contract system in the field of
procurement of goods, works, services to meet state and municipal needs dated 05.04.2013

– The actual cost of construction the costs incurred for the project (usually calculated on the
basis of accumulative statements of work performed on the facility, drawn up in accordance with
acts of work performed and additional costs incurred (if any)).

1.2. Classification of cost estimated standards in the system
of pricing and cost estimated rationing of the Russian Federation
To determine the estimated cost in the Russian Federation, a system of estimated standards has
been formed. Estimated standards estimated standards and methods necessary to determine the
estimated cost of construction, as well as the methodology for the development and application of
estimated standards. Estimated standards are approved by the federal executive body responsible for
the development and implementation of state policy and legal regulation in the field of construction,
architecture, urban planning, in the manner prescribed by it. The set of collections of standards represent
the estimated and regulatory framework for the formation of value.

which is formed by including in it the information and reference information necessary to determine
the estimated cost of construction, including:
information on the approved estimated standards, as well as on amendments to such standards,
on the recognition of estimated standards as not applicable;
information on the indices of change in the estimated cost of construction.
The Federal Register of Estimated Standards is a publicly available state information resource.
The formation and maintenance of the federal register of estimated standards is carried out by the
federal executive body, which performs the functions of developing and implementing state policy
and legal regulation in the field of construction, architecture, urban planning, in the manner prescribed
by it. Depending on the purpose, affiliation and approval procedure, the estimated standards are divided
into groups: state, territorial, sectoral (by industry and type of construction) and individual.
The Federal Register of Estimated Standards, containing information on approved estimated
standards, is placed in the Federal State Information System for Pricing in Construction.

Federal State information system of pricing in construction
The official information sources of data in the field of pricing and estimated rationing in construction
include the Federal State information system of Pricing in construction (FSIS PC): a state information
system that operates on the basis of software, hardware and information technologies that ensure the
collection, processing, storage, placement and use information necessary to determine the estimated
cost of construction. The access of public authorities, local governments, individuals and legal entities
to information posted in the pricing information system is carried out using the official website on
the Internet, determined by the federal executive body that performs the functions of developing and
implementing state policy and regulatory legal regulation in the field of construction, architecture,
urban planning. Official website of FSIS PC (https://fgiscs.minstroyrf.ru/#/).
The creation and operation of the pricing information system is provided by the federal executive
body responsible for the development and implementation of state policy and legal regulation in the
field of construction, architecture, urban planning, or a state (budgetary or autonomous) institution
subordinate to this body.
The following information shall be placed in the pricing information system: 1) approved cost
estimates; 2) the federal register of estimated standards, containing information on approved estimated
standards; 3) enlarged construction price standards; 4) methods for determining the estimated prices
of building resources; 5) estimated prices of building resources; 6) a list of persons who are obliged
to provide information; 7) other information.
Along with (FSIS PC), there are other relevant sources of information in the field of pricing
and estimated rationing in construction:

The procedure for determining the estimated (marginal) cost
of construction on the basis of aggregated construction standards
At the pre-project stage, the Investor (Builder) formulates the idea of creating construction
products based on an analysis of the real estate market, public opinion, and the social environment.
The customer develops a design task with a description of the characteristics of the construction product
identified as a result of a study of the needs of society. After the development of a preliminary design,
as part of the investment justification, the estimated (marginal) cost of construction is determined,
which is included in the design task.
Justification of investments documentation, including, among other things, a draft task for the
architectural and construction design of a capital construction object and containing a brief description
of the investment project, including the rationale for the estimated (marginal) cost of construction
(reconstruction) of a capital construction object.
Estimated (marginal) cost of construction, reconstruction of capital construction objects the
amount of funds required for the construction (reconstruction) of capital construction objects, which
cannot be exceeded when developing design documentation for these capital construction objects.
It is recommended to determine the estimated (marginal) cost of construction using aggregated
construction price standards.
The aggregated construction price standard (indicator) is an indicator of the need for funds necessary
to create a unit of capacity of construction products, and is intended for planning (justifying) investments
(capital investments) in capital construction projects.
The procedure for the development and application of aggregated construction price standards (NCS)
is given in the Methodology for the development and application of aggregated construction price
standards, as well as the procedure for their approval.
The methodology for the development and application of aggregated construction price standards,
as well as the procedure for their approval, determine the rules for the development and application
of aggregated construction price standards by federal executive authorities of the Russian Federation,
executive authorities of constituent entities of the Russian Federation, state corporations, legal entities
created by the Russian Federation, or legal entities, the share of the Russian Federation in the authorized
(share) capital of which is more than 50 %, as well as the procedure for their approval by the Ministry
of Construction, Housing and Communal Services of the Russian Federation.
Development of an indicator of an enlarged standard for the price of construction
The indicator is developed and applied to determine the cost of new construction, carried out in
the conditions of work, in which there are no complicating factors (crowding, gas pollution, work near
existing equipment and other complicating factors) (hereinafter referred to as normal (standard)
work conditions).
The baseline values (conditions) for the development of the Indicator are natural, climatic, hydrogeological and economic indicators of the Moscow Region. The development of the Indicator can also
be carried out by institutions subordinate to the federal executive authorities, individuals and legal entities.
The application of the indicator is carried out using the correction factors given in the technical parts
