Tourism policies should be applied in such a way as to help to raise the standard of living of the popu­lations of the regions visited and meet their needs.
The public and private stakehold­ers in tourism development should cooperate in the implementation of these principles and monitor their effective application.
The prospect of direct and per­sonal access to the discovery and enjoyment of the planet’s resourc­es constitutes a right equally open to all the world’s inhabitants.

Draft Framework Convention on Tourism Ethics
In 2015, the World Committee __ Tourism Eth-
ics submitted __ the General __, UNWTO’s main policy
document, __ an international convention __ order __ reinforce its effectiveness.
Consequently, by Resolution 668 (XXI) the UNWTO
General Assembly (Medellin, Colombia, 12-17 September
2015) entrusted the UNWTO Secretary-General to establish

a special Working Group to examine the procedures and implications of adopting such a Convention __ cooperation with the World Committee on Tourism Ethics.
The Working Group, composed __ representatives of 36 UNWTO Member States, has held three meetings since it was created __ the beginning of 2016. It examined the original draft text of the Convention and revised article __ article and section __ section.
As part of its deliberations, the Working Group agreed not to make substantial changes __ the nine core principles of the Global Code of Ethics for Tourism as these were al­ready accepted __ the UNWTO General Assembly in 1999 and are widely known __ the international Tourism com­munity: These nine articles are reproduced in the Draft Convention __ Tourism Ethics under the section “Ethical Principles in Tourism” and constitute the backbone of the Convention.
The recent 105th session of the UNWTO Executive Coun­cil endorsed the approach __ avoiding any unnecessary changes to the nine core principles of the Global Code of Ethics in order to nalize a draft text of the Convention, that will be submitted to the next session of the General Assembly __ its considera­tion (CE/DEC/7(CV) Madrid, Spain, 10-12 May 2017).

What is the World Committee on Tourism Ethics?
Established in 2003, the World Committee on Tourism Ethics (WCTE) is an independent and impartial body under the aegis of the World Tourism Organization (UNWTO), a spe­cialized Agency of the United Nations responsible for the pro­motion of responsible, sustainable and universally accessible tourism. The Committee is a subsidiary organ of the UNWTO General Assembly to which it reports on a regular basis.

What is Ethical Behavior?
Different people have different beliefs about what consti­tutes ethical behavior. The law denes what is and is not legal, but the distinctions between moral right and wrong are not al­ways so clear. In many situations lines between right and wrong are blurred. Such situations can lead to ethical dilemmas.

When faced with ethical dilemmas, it’s important to con­sider outcomes of the decision-making process. One way of dealing with ethical dilemmas is by using the four way test to evaluate decisions. This test involves asking four questions:
Is my decision a truthful one?
Is my decision fair to everyone affected?
Will it build goodwill for the organization?
Is the decision benecial to all parties who have a
vested interest in the outcome?
When these four questions can truthfully be answered with a «yes,» it is likely that the decision is an ethical one.
Why ethics is included in the process of decision making in hospitality sector?
The hospitality industry is considered one of the largest industries worldwide. As its covers the elds of travel, tour­ism and leisure, the industry is indeed one of the important economic contributors to most countries around the world. In order to maintain the strong status of the industry, it is essen­tial that its operators and managers employ the appropriate business tactics.
Ethics in hospitality sector
Hospitality industry is among the fastest growing eco­nomic sectors worldwide. The industry by itself is recognized as multi-billion dollar and still progressing industry. It basi­cally involves hotels and other forms of accommodations, fast food outlets, bars, retail stores, restaurants. While this indus­try enables the provision of vast services for the clients, work opportunities are also diverse.
Business ethics is essential in the hospitality industry for a number of reasons. One of which is the issues typical­ly encountered in this type of business. Accessibility, health and safety issues including fairness, equal treatment, contin­gency planning, individual and institutional responsibilities, emergency response mechanisms are some industry matters related to business ethics. Furthermore, the factors and oper­ations surrounding tourism-oriented businesses require ethi­cal actions and practices. For instance, considering that its main objective is to serve people or tourists, a service that is morally acceptable should be delivered. This form of business also makes use of natural or environmental resources for its

operation; the protection and conservation of these resources on the other hand require ethical protocols.
These then stresses the strong relation of the hospitality
industry with business ethics.

Quality is made up of good employees who respect ethics and morality in both their work and in life. Therefore ethics should be part of every activity in the hotel with denitions according to particular responsibil­ity and work of every department.
