the inability and constraints are not removed. Although international facilitation is there to help in removing some of the constraints, it may not always be possible because economic globalization is moving faster than the ecological globalization (Agarwal, 1998). Here also the institutional role is important.

Economic globalization works through obligatory financial rules set out by GATT or the United Nations Conference on Trade and Development (UNCTAD) and is implemented through obligatory custom and excise departments of individual countries. But ecological globalization works through voluntary international conventions like Montreal, Oslo, Rio, or Kyoto conventions and only occasionally by mandatory international environmental rules, like those of Convention on International Trade on Endangered Species (CITES). Thus, the institutions in developing countries extending their flow chain with globalization become more vulnerable to financial regulations than to the ecological regulation and become engulfed by the competitive economic situations before taking any benign initiative to ecological adaptation.

Moreover, the problems are exacerbated under the weak policy mechanism of developing countries. Political and commercial actors weaken it further when institutional arrangement and incentives faced by such actors are flawed. Often the phenomenon of government failure in the developing countries, especially when the cost of government action outweighs the benefit of intervention, causes an indirect failure of policy implementation. Additionally, political actors (politicians, bureaucrats, and voters) in developing countries may operate under undesirable incentives which alleviate inefficiency in the institutional mechanism. Special interest, lobbying, information problems, short political time horizons, instability, and political expediency guarantee failure of institutions and other policy mechanisms. The general impacts of some of these components reveal that the role and nature of institutions depend on the characteristics of the society and social behavior in the policy climate developed by the administrative influence on resources and culture of the society.

4.3 CONSIDERATION OF SYSTEM PECULIARITIES

In almost all the environmental cycles, the role of natural resources is prime and foremost which has made its distinctive position for

metapolicy settingand precedence for mobilizing sustainability drive across the globe. However, being a natural entity, the resource system has typical peculiarities that need to be emphasized in policy evaluation. For example, when the decisions on forest land use are made, appropriate metapolicy settingsfor environmental sustainability may obscurely add some additional peculiarities (nonsystemic) to the natural resource system. Evaluation of resource policy needs to consider those peculiarities. Some of those peculiarities are presented in the following sections.

4.3.1 Temporal Scale

Natural system function in a resource system is very slow and occurs on variable timescale. Most resource systems (e.g., forest) take a very long time to reconstruct the cycle, far greater than a political cycle or electoral cycle, which is highly influential in determining policy issues, but of which the responsibility of wrong policy goes to others. That is, the functional period of political ecosystemdoes not match with that of the resource ecosystem. This causes problems when future environmental issues of natural resources are predicted and expressed without considering the margins of political ecology.Often margins of temporal scale are addressed by shortand long-term goals. Our understanding goes that sustainability concept is associated with longterm objectives; however, the short-term achievements cannot be neglected in sustainability evaluation. Long-term goals of a resource system usually take several political cycles to achieve. Moreover, the fundamentals of long-term objectives mostly depend on achievements of several short-term objectives. Therefore, for a sustainability evaluation it is important to see how and whether the social system can assimilate those short-term goals within the limit of political and economic aberration.

4.3.2 Spatial Scale

The extent of resources and their distribution matters a great deal for considering shortand long-term perspectives of policy goals. Often substitution and complementarities of resources come into play to mitigate the shortcomings in the spatial scale of resources. Spatial scale of resource system not only means the geographical spread of the policy influences but also means the influences across other policies. However, environmental problems like air pollution and river salinity can spread horizontally as well as vertically across the space irrespective of political

or horizontal boundary. Thus, when the temporal scale of a policy denotes an intrapolicy arrangement of time horizon, spatial scale of a policy demands a concern of interpolicy coordination within and beyond the states. This may be between resource and environmental policies or other policies like trade or tariff policy. Thus, spatial dimension of policy evaluation of a country merits an integrated scenario of intra-/interpolicy linkages beyond the jurisdiction.

4.3.3 Connectivity and Complexity

Analyzing intraor interpolicy linkages is not simple. The complexity comes from differences in connectivity of different policy goals and social desires and their dynamic nature. Additional arrangements may be necessary for evaluating and explaining the interconnection of policy goals and problems with other social and economic policies. Usually, tools like environment, development, economy, poverty alleviation and social well-being are brought into the scene to explain the connectivity. For resource and environmental policies, issues like soil erosion and siltation, energy and transport system, resource harvesting and greenhouse gas emission can be mentioned as examples. Thus, sustainability evaluation of a policy has to be visualized from all angles of social, environmental, and economic implications. For example, the result of a good education policy is expected to bring good environmental awareness across the community as well as preferred employability of graduates. Evaluation of such linkages is undeniable.

4.3.4 Accumulation

Most of the impacts of resource use on environment are not discrete but cumulative. Such cumulating events may be horizontal as well as vertical. For example, if a person clears virgin land and gets higher productivity, other persons of the society will also tend to do so, which is an example of horizontal accumulation across the society. However, if such practices go on, extinction of insects or loss of nutrients from the land will be progressively multiplied, which is an example of vertical accumulation. Also, accumulation may be catalytic when one factor may induce the accumulation of other factor of resource use. For example, accentuation of soil erosion will accentuate the damage to river ecosystem. These accumulations happen over time and extend over space; thus, evaluation of cumulative impacts of policies can be assumed as future condition of present resource use reflecting a compounding impact of past activities. This is not similar to internal rate

of return (IRR) or cost benefit (C/B) ratio used for economic analysis but more to see whether such accumulation will override the social tolerance in a future perspective.

4.3.5 Nonmarketability

In the case of resource and environmental benefits, some goods and services are not marketable and cannot be termed in the economic parameter. Particularly, in the case of natural resources, people have to go to the resource site to enjoy services. Even though valuation of some environmental output of resources may be possible by opportunity cost or by past value; they are subjective. Moreover, such values cannot be calculated back to the history by normal IRR method. In many cases, qualitative explanation have been given to put the case forward. However, justifying policy formulation on the basis of qualitative explanation is difficult. Thus, sustainability of resource and environmental policies require significant effort to reveal qualitative considerations into monetary connotation. Sustainability assessment assists in this regard to overcome difficulties in the nonmarket nature of a resource and environment relations.

4.3.6 Moral and Ethical Considerations

The resolution of all policy problems entails moral and ethical issues. However, environmental sustainability problems raise moral questions that are new, noble, and include issues of intergenerational and nonhuman species rights (ecological). However, the relative importance of moral and ethical issues of a policy depend on the ruling authority. The moral or ethical issues of ruler represented by the society (democratic) and ruler not represented by the society (autocratic or colonial) may not be necessarily the same. Similarly, morale and sympathy of a local ruling authority could be different from the central ruling authority. However, a prolonged existence of certain type of morale (tradition) may influence the attitude of people permanently. Therefore, sustainability evaluation of resource and environmental policies may need to look at the adjustments and evolution of morales and values incorporated within the society; whether they are political, societal, or traditional.

Having mentioned the peculiarities of resources, it is important to remember that the debates of resource use and issues relating to resource and environmental sustainability usually come together.
