4.1 INTRODUCTION

Considerations for the sustainability of resource and environmental policies depend mainly on perceptions of crises in resource and environmental, and human conditions that prevail in the society. Boyden (1987), Harrison (1992), Meadows et al. (1992), Myers (1993), Brown (1995), and many other literatures have presented such considerations that help in identifying the requirements of policy evaluation. The most important need for facing the present day challenges of sustainability of policies is to establish a firm connection among economic, social, and environmental systems which, Dovers (1996) suggested, can be ensured through a reform in the nature of policy and institutions. The reforms for sustainable policy usually address:

1. A strengthening of social capacity.
