Red/green system is simplified Customs control which enabled Customs authorities to improve the flow of passenger traffic at international airports and to deal efficiently with the increasing number of passengers without reducing the effectiveness of the control and without a corresponding increase in the number of Customs staff.
It is necessary incompatible with the application of other controls, for example, exchange controls, unless the circumstances require full control of all passengers and their baggage.
The system shall allow the passengers to choose between two types of channels – green or red.
Each channel shall be clearly and distinctively marked, it also should be identified by words “Customs” and “Nothing to declare” for green channel and “Goods to declare” for red channel.
Passengers must be informed about the descriptions and quantities of goods they may have with them when using the green channel.
This may be done by means of posters, panels at the airports, leaflets at interested bodies.
The distance between the baggage delivery area and the entrance to the channel shall be sufficient to allow passengers to move into necessary channel without causing congestion.
Passengers who have selected the green channel shall not be subject to any other Customs formalities unless they are the subject of a spot check; in the red channel, passengers shall accomplish the formalities required by Customs.
