What is a land parcel? Land parcels are the basic spatial units of cadastres. Each parcel is given
a unique code called a parcel identifier. It links the maps and registers in the system. This code is used
by authorities dealing with parcel-based information. Identifiers include the following information:
title registration number; recorded survey plan number; rectangular land survey system descriptions;
regional unit and parcel number; map number; region and street address; and geographic coordinates.
Identification of a land parcel can be done by means of land survey techniques and geographic
information systems that provide precise data on land-use in real time.
Land parcels are represented by cadastral maps. All of them have a digital form, and they are
interconnected with cadastral registers that contain information on every land parcel’s ownership,
land use and any other matters dealt with by the cadastre. Cadastral maps show boundaries of land
parcels, their area, and length in order to describe ownership. They also include such data as the
physical structures on or beneath them, their geology, soils, and vegetation and the manner in which
the land is used. Such a map usually covers all parcels within an area rather than isolated plots.
Cadastral maps are “planimetric”; in other words, they do not show a real landscape. Usually, a simple
top view of the land is enough. Distances shown on such plans are the horizontal distances between points.
They are not the distances actually measured on the ground. For instance, a parcel located on a hill
will be represented on a map as a flat piece of land seeming smaller than the actual surface area.
One common way to identify land on cadastral maps is by using a “grid.” In some countries, a grid
is marked on the ground, creating a “rectangular system.” This means that land parcels are formed
by straight lines creating a simple cadastral system and making the boundaries clear.

Obviously, the use of land implies multiple dimensions. However, traditional cadastres have a
two-dimensional representation of land parcels. 3D data was not applied due to the lack of collection
methods and equipment, as well as the limited 3D storage and representation technologies. However,
modern 3D developments under and above ground have changed the cadastral system.
Today the construction of above and below-ground structures becomes widespread. The 2D
description of parcel boundaries cannot precisely explain the relationships among the varied parcels
in buildings. The 2D systems can be applied in cadastral surveys of simple buildings, and ground-level
developments. However, the management of modern high-rise building and underground constructions
requires a more sophisticated 3D cadastre system.
Nowadays cities are growing along with urban infrastructure. Mostly, people live in multi-level
high-rise developments intended for a variety of purposes. It is essential to manage these complex 3D
environments with the help of 3D tools to make the process efficient, verified, engineered information
is needed.
3D cadastres digitally represent real property ownership rights, restrictions, and legal models,
as well as their physical counterparts such as buildings, utilities, on, above or under the ground surface.
They consist of 3D data storage, 3D visualisation, and 3D spatial analysis functions.
These systems are used in management and registration of property rights; plans; and resolutions
of boundary disputes between owners. 3D cadastres store information applied in urban management
and land-use planning and property management.
3D cadastre helps making parcel records not only in high-rise buildings, but also below the
ground. For instance, telecommunication lines, water pipes, tunnels and foundations for buildings
are also treated as 3D objects in cadastral registers.
3D cadastre has some advantages. It represents real-life objects more accurately than a traditional
cadastre. It helps to better visualize objects wherever they are located. Consequently, land, property
and infrastructure evaluation, planning and management can be more efficient.
However, 3D cadastre has some limitations. In some countries laws and regulations are not
up-to-date and they do not allow 3D cadastre use. This problem can be connected to the fact that
most state organizations and agencies do not have technical capacity to work with 3D cadastral systems.
Moreover, land administration professionals are found not to be skilled enough to use modern software.
Thus, they need to be trained.
