MODULE 3. GENERAL SHIP’S CERTIFICATES
AND INTERNATIONAL MARITIME CONVENTIONS
Beyond any doubt you will be asked questions regarding International Maritime Conventions which every seafarer shall know. The knowledge of these Conventions is very important for your future profession! Certainly, you are to decipher their
abbreviations, the year of adoption and the information which the conventions
contain.
1. Be familiar with the following International Maritime Conventions.
SOLAS 74 (the International Convention for the Safety of Life at Sea, 1974 /
Международная конвенция по охране человеческой жизни на море, 1974)
It contains minimum standards for the safe construction of ships, safety equipment (fire prevention, life-saving appliances and radio equipment). SOLAS includes
instructions on emergency procedures. SOLAS 74 requires flag states to ensure that
ships flagged by them comply with the minimum safety standards in the construction,
equipment and operation of merchant ships. The treaty includes articles setting out
general obligations followed by an annex divided into twelve chapters, two new
chapters were added in 2016 and 2017.
Chapter I contains General Provisions Surveying the various types of ships
and certifying that they meet the requirements of the convention.
Chapter II–1 deals with construction of the vessel — subdivision and stability,
machinery and electrical installations.
Chapter II–2 contains information about fire protection, fire detection and fire
extinction.
Chapter III contains information about life-saving appliances including requirements for the life boats, rescue boats and life jackets according to type of ship.
The specific technical requirements are given in the International Life-saving Appliance Code (LSA Code).
Chapter IV describes requirements for radio communications. The Global
Maritime Distress Safety System (GMDSS) requires passenger and cargo ships on
international voyages to carry radio equipment, including satellite Emergency Position Indicating Radio Beacons (EPIRBs) and Search and Rescue Transponders
(SARTs).
