HUMAN RESOURCES MANAGEMENT
Human resource management (HRM) is the strategic and coherent
approach to the management of an organization's most valued assets – the
people working there who individually and collectively contribute to the
achievement of the objectives of the business. The terms “human resource
management” and “human resources” (HR) have largely replaced the term
“personnel management” as a description of the processes involved in
managing people in organizations. In simple sense, HRM means employing
people, developing their resources, utilizing, maintaining and compensating
their servi ces in tune with the job and organizational r equirement. The goal of
82

human resource management is to help an organization to meet strategic goals
by attractin g, and maintaini ng employees and also to manage them eff ectively.
The key word her e perhaps is “fit”, i.e. a HR M approach seeks to en sure a fit
between the management of an organization's employees, and the overall
strategic direction of the company.
The basic premise of the academic theory of HRM is that humans are not
machines, therefore we need to have an interdisciplinary examination of people
in the workplace. Fields such as psychology, industri al engineering, ind ustrial,
Legal/Paralegal Studies and organizational psychology, industrial relations,
sociology, and critical theories: postmodernism, post-structuralism play a majo r
role. Many colleges and universities offer bachelor and master degrees in
Human Resources Management. One widely used scheme to describe the role
of HRM, developed by Dave Ulrich, defines 4 fields f or the HRM function:
− strategic business partner;
− change management;
− employee champion;
− administration.
However, many HR functions t hese days struggle to get beyond the roles
of administr ation and employee champ ion, and are seen rather as reactive than
strategically proactive partners for the top management. In addition, HR
organizations also have the difficulty in proving how their activities and
processes ad d value to the co mpany. Only in the recent year s HR scholars and
HR professionals are focusing to develop models that can measure if HR adds
value.
Human resou rces manage ment compri ses several p rocesses. To gether th ey
are supposed to achieve the above mentioned goal. These processes can be
performed in an HR department, but some tasks can also be outsourced or
performed by l ine-managers or other departments . When effectively integ rated
they provide significant econom i c benefit to the company .

PUBLIC SERVICE REFORMS IN GREAT BRITAIN
Social, economic and technical changes have transformed the world in
which public services operate. There are a number of fundamental drivers
behind the need t o reform Britain's public services.
First, there have been huge social, economic and technological changes.
The UK has an ageing population and there have been huge shifts in the size
and composition of households and family structure, in particular major
changes in patterns of cohabitation, marriage and divorce. These changes mean
that services have to meet the needs of an increasingly diverse population.
Alongside this, there has been massive growth in service industries, and
technological innovations, such as the Internet, have opened up wholly new
ways of delivering services. These changes have created new and rising
demands on public services ranging from childcare, to education and training,
and to health and social care.
Second, as real incomes have grown, so people's expectations of public
services hav e risen. People are accus tomed to much greater choice and control
over their lives. In all sectors of the economy standards have risen enormously.
The quality, range and price of goods on offer has vastly improved. Opening
