Tip #1 – Check the Heating Unit
Since most Las Vegas rental properties have older boilers and heaters it‘s important to not wait until the last minute to have them checked, you should have them checked now and serviced to make sure they are ready for your tenants to start using them once cold weather officially arrives in Las Vegas.
Tip #2 – Clean and Turn All Ceiling Fans on Reverse
Instruct your maintenance team to clean and reverse every ceiling fan in your Las Vegas Rental Property because turning ceiling fans on reverse will create an updraft and then push the air down into the room, and this is especially helpful if you own an older multi-family building because the ceiling fan will circulate the heat efficiently during the cold winter months.
Tip #3 – Inspect All Gutters and Downspouts
Even though we get very little rain each year in Las Vegas it‘s still important to check gutters and downspouts because some gutters do wear out
quicker than others and it‘s important to confirm that your gutters are ready to
handle rainfall when it does come.
Tip #4 – Check All Detectors in Your Property
One of the great things about fall is that it‘s also a great time to check all
smoke or carbon dioxide detectors in your property and replace the batteries because it‘s not uncommon for tenants to not replace the batteries in these detectors even when they start chirping to alert the tenant that their batteries need to be replaced.
Tip #5 – Do a Complete Property Cleanup
Hire a gardener to do a complete property cleanup including removing dead flowers, plants or shrubs and replacing with new plants removing any trash or debris from your property.

Housing. Residential buildings insurance
Residents‘ Management Company (RMC) directors and committee members
often take on the task of arranging buildings insurance on behalf of their fellow residents. Ensuring your block adequately is a major responsibility, but ensuring a competitive price as well as comprehensive protection can be quite a challenge.
First, it is important to ensure that your buildings sum insured is adequate and that the cover you obtain is wide enough to protect the interests and investment of you and your fellow flat owners. Building material and labour

costs continue to rise and it is vital to ensure that you take out an up-to-date reinstatement valuation. Revaluations should be carried out at least every five years, by a chartered valuation surveyor, and will take into account any changes or improvements made since the level of cover was first set. Many people wrongly assume that, if the cover of repairing their property under a claim is less than the sum insured, it will automatically be paid. This is not true: payouts are based on the level of cover being sufficient to reinstate the whole property.
The second-and vitally important thing to remember is that policies are not all the same. The company offering the cheapest deal may not necessarily provide the level of cover you need. So, before you take out any policy, check that it includes among the following: all risks cover; public and property liability cover; alternative accommodation or loss of rent; damage to underground pipes and cables; damage to fixed glass, shower trays and sanitary fittings; legal expenses; loss or unauthorized use of Metered Utilities (water); storm damage to fences and gates, and many more.
RMC directors should always check that the description of the property ensured is accurate and includes cover for the outbuildings, gates, fences and underground pipes and cables that the RMC is responsible for ensuring. Also, most policies are index-linked to ensure that the sums insured remain adequate­do confirm with your insurer that this is the case.
RMC directors or offices can be held personally liable for their actions while working on behalf of leaseholders. Taking out Directors and Officers Liability insurance provides defense costs and/or compensation for civil liability
charges relating to a ―wrongful act‖ in connection with RMC matters. Such acts
are defined as many actual or alleged: breach of trust; breach of warranty; neglect; error; omission; misstatement; misleading statement.
Different policies may contain different definitions, so do read the small print. There will also be Limitations and Exclusions to this type of cover, for example, dishonesty, fraud, malicious conduct or personal profit, bodily injury, fines and penalties, pollution, etc.

Terrorism: could your building be a target?
Tempting, isn‘t it, when considering renewal of your residential buildings
insurance, to leave out a terrorism cover. It may seem to be one of those extras you should have, but could be just easily avoided to save costs to the residents. After all, how could your property possibly be at risk of being a target for a terrorist attack? But do you really know who your neighbors are? Even if you live in a quietest rural area and think your block of flats is never likely to be a target for terrorists, think again. Maybe, you are thinking that no one in your residential apartments could be a bomb maker or a target for terrorism, but how certain can you be?
Unfortunately, as with so many things in life, it isn‘t quite that simple. The terrorist threat could come from a far less obvious source. For example, where bomb-makers live-explosives are unpredictable and bomb-makers don‘t appear labelled for the purpose! There is also a very real threat to possible targets in their own homes-letter bombs, biological weapons or powerful explosives designed to destroy the property with the target inside.
However unlikely, if an incident occurs and there is no insurance in place, the directors could be seen to be responsible and where would, say, $ 250,000 of insurance cover come from?
Don‘t forget, the directors have personal responsibility for their decisions and actions within the Residents Management Company. Taking out the appropriate cover is a small price to pay in comparison to risking your personal assets.

Social services as tools to tackle energy poverty
―Energy poverty‖ describes a situation when households are unable to
afford essential energy services. Generally, it can have three main drivers:
1) the household income, 2) the cost of the energy bill and 3) the efficiency of the home appliances together with consumption patterns. In practice, however, different communities differ greatly as far as employment, social security systems, climatic conditions, electricity consumption, home

insulation or energy retail practice are concerned. So, national governments and social services are in the best position to assess and address energy poverty with their own tools.
Most energy companies assist consumers who are struggling with their electricity usage and bills: they may offer them e.g. energy advice, payment arrangements or appropriate debt management processes. Nevertheless, as consumers who have energy debts are likely to have other debts (water, rent, insurance), awider social policy is often a more effective way to support them and tackle the root causes of debt.
Social services also have access to the necessary information, experience and skills to assess personal situations and identify (energy) poor consumers. Energy suppliers can sometimes help and feedback some information on their customers (with their consent) to facilitate the process and act together with relevant stakeholders.
The existence of vulnerable consumers should not be an argument against liberalization, but a reminder that any market reform has to be accompanied by special measures for consumers at risk. Measures or specific contracts designed for (energy) poor consumers should therefore not represent a regulated attractive long-term alternative to competitive markets, nor should they create an excessive administrative burden for suppliers. It is generally thought that regulated tariffs protect consumers, but they actually do not take people out of energy poverty; their pricing methodology often lacks transparency; and they may end up increasing energy costs for vulnerable and non-vulnerable consumers alike.
Government should also be aware that increasing taxes and levies on
energy is not in line with combatting energy poverty. Consumers‘ bills should
reflect as far as possible the market-based cost of energy and should not be a vehicle for financing other-sometimes totally unrelated policies.
Energy efficiency measures can be a long-term effective solution for tackling energy poverty. However, supplier obligations are generally not the best way of funding and delivering such measures. Indeed, they are financially regressive and the corresponding costs are distributed among consumers regardless of their ability to pay. In addition, they inevitably create winners (those who receive measures) and losers (those who cannot or do not receive measures).
All in all, governments should engage in an honest and sensible debate on how to fund policies to combat energy poverty. More focus should be given to removing existing barriers to energy efficiency policies. Measures such as regulatory tools on the housing sector, or financial incentives including tax exemptions should be envisaged. Considering the progressive nature of taxation, using social policies would also allow for a fair burden-sharing without causing those on lower incomes to bear a disproportionally higher burden.
