WHAT IS A BANK?

A bank is a business. But unlike some businesses, banks do not manufacture products or extract natural resources from the Earth. Banks sell services – financial services such as car loans, home mortgage loans, business loans, checking accounts, and credit card services.

Some people go to the bank in search of a safe place to keep their money. Others go to the bank seeking money for loans to buy houses and cars, start businesses, expand farms, or do any of the other things that require borrowing money.

Where do banks get the money to lend? They get it from the people who open saving and other types of accounts. Banks act as «go-betweens» for people who save and people who need to borrow. If savers did not put their money in banks, the banks would have little or no money to lend.

44

Your savings are combined with everyone else's savings to form a big pool of money to make loans. The money does not belong to the bank's president, board of directors, or stockholders. It belongs to the depositors. That is why bankers have a special obligation not to take big risks when they make loans.

TYPES OF BANKS

Not all the banks are exactly the same. There are commercial banks, saving banks, saving and loan associations, cooperative banks, and credit unions. They now offer many of the same services, but once upon a time they were very different from one another.

Commercial banks originally concentrated on meeting the needs of business and industry. They served as places where a business could safely deposit its funds or borrow money when necessary. Many commercial banks also made loans and offered accounts to individual customers, but they put most of their effort into serving business (commercial) customers.

Saving banks, saving and loan associations, cooperative banks, and credit unions are classified as thrift institutions or «thrifts» rather than banks. Originally, they concentrated on serving people whose banking needs were ignored or unmet by commercial banks.

The first saving banks were founded in early 1800s in the USA to give blue-collar workers, clerks, and domestic workers a secure place to save for a «rainy day». Saving banks were usually started by public-spirited citizens who wanted to encourage the «thrift habit» among people who did not earn much money.

Saving and loan associations and cooperative banks were first established during the 1800s to help factory workers and other wage earners become homeowners. They accepted saving deposits and used the money to make loans to homebuyers. Most of the loans went to people who did not make enough money to be welcome at traditional banks.

Notes:

go-betweens– посредники;

savings – сбережения;

blue-collar worker – «синий воротничок», производственный рабочий (класс работников, занятых непосредственным производством товаров, по преимуществу физическим трудом, не требующим умственных усилий, а также высокой квалификации);

«thrift habit» – привычка экономить.

Questions:

1.What financial services do banks sell?

2.What do people borrow money from banks for?

45

3.Where do banks get their money from?

4.Who does the bank money belong to?

5.What types of banks are there?

THE SPIRIT OF ORGANIZATION

after Peter Drucker «The Practice of Management»

Two sayings sum up the «spirit of an organization». One is the inscription on Andrew Carnegie's tombstone:

Here lies a man

Who knew how to enlist In his service

Better men than himself

The other is the slogan of the drive to find jobs for the physically handicapped: «It's the abilities, not the disabilities, that count».

48

Management by objective tells a manager what he ought to do. The proper organization of his job enables him to do it. But it is the spirit of organization that determines whether he will do it. It is the spirit that motivates, that calls upon reserves of dedication and effort, that decides whether he will give his best or do just enough to get by.

It is the purpose of an organization to «make common men do uncommon thing» – this phrasing is Lord Beverige's. No organization can depend on genius; the supply is always scarce and always unpredictable. But it is the test of an organization to make ordinary human beings perform better than they are capable of, that is bring out whatever strength there is in its members and use it to make all other members perform more and better. It is the test of an organization that it neutralize the weaknesses of its members.

Altogether the test of good spirit is not that «people get along together»; it is performance, not conformance. «Good human relations» are not grounded in the satisfaction of good performance and the harmony of proper working relations as accord with human relations result in poor spirit. They do not make people grow; they make them conform and contract. I shall never forget the university president who once said to me: «It is my job to make it possible for the first-rate teacher to teach. Whether he gets along with his colleagues or with me – and very few of really good teachers do either – is irrelevant. We certainly have a collection of problem children here – but, boy, do they teach». And when his successor substituted for this a policy of «peace and harmony», both the performance and the spirit of the faculty rapidly went to pieces.

There are five areas in which practices are required to ensure the right spirit throughout management organization.

1.There must be high performance requirements; no condoning of poor or mediocre performance; and rewards must be based on performance.

2.Each management job must be a rewarding job in itself rather than just a step in the promotion ladder.

3.There must be rational and just promotion system.

4.Management needs a «charter» spelling out clearly who has the power to make life-and-death decisions affecting a manager; and there should be some way for a manager to appeal to a higher court.

5.In its appointments management must demonstrate that it realizes that integrity is the absolute requirement of a manager, the one quality that he has to bring with him and cannot be expected to acquire later on.

A man should never be appointed to a managerial position if his vision focuses on people's weaknesses rather than on their strength. He should be a

49

realist; and no one is less realistic than the cynic. A man should never be appointed if he is more interested in the question: «Who is right?» than in the question: «What is right?» Management should never be appointed to a man who considers intelligence more important than integrity.

Определите верны (True) или неверны (False) следующие утверждения (ненужное зачеркнуть):

A LETTER FROM MY LONDON FRIEND

I live in a big house. Like many English houses it is a two-storey brick building with a garden around it. On the ground floor we have a sitting-room, a dining-room and a kitchen. The kitchen is rather big and comfortable.

When we have guests we have dinner in the dining-room.

Our sitting-room is very cosy. There isn't much furniture in it. There is a sofa opposite the fire-place and two armchairs near it. There are some pictures on the walls. In the middle of the room there is a big carpet. We have a TV-set in the corner.

Our bedrooms are upstairs, on the first floor. There are no many things in our bedroom. There are only two beds, a mirror, a dressing-table and a wardrobe in it. We have two bedrooms for guests. Our bedrooms are cold. Few people have central heating in their own houses.

My husband's study-room is downstairs. It faces the garden. It is light and specious. There are a lot of books in it. There is also a computer on the desk. It is my husband's favourite room.

I like my house. It is my home.
