THE CREATIVE APPROACH IN IGIP EDUCATIONAL PROCESS
The purpose of the given research is attempt to use, on the basis of monitoring the combinations of approaches in training in frameworks IGIP in a combination to human resource available for it, and choice optimal technologies of training, most effective mode of training for qualification improvement. It is possible to tell, that KMNC IGIP puts before itself the certain tasks in introduction in full remote training of IGIP students. At the first stage such training will be carried out in parallel with traditional. At the second stage remote education will be the basic.

Problem Identification
Kazakhstan national monitoring committee (KNMC) IGIP has organized improvement of professional skill of the faculty under the program of the International society for engineering pedagogies (IGIP) in the Accredited training center of the International educators according to priority directions of the further education system modernization, determined in program the recommendation of the Ministry of Education and science of Kazakhstan Republic. It is caused by dynamical development of higher education system depends on active participation of the country high schools in the international programs, studying of experience of the advanced engineering universities, preparations of the highly professional staff.
Courses are read by skilled Kazakhstan educators who have the international certification confirmed with diplomas, with attraction of lecturers of the similar foreign centers. The successful ending of courses is one of obligatory conditions of educators’ representation on the international certification with award of a rank «the International educator of engineering high school».
On the basis of questionnaire under program IGIP it is possible to draw a conclusion on the practical importance and an urgency of courses of

qualification improvement: for 5 years of work Monitoring Committee has organized training for educators really claimed in Kazakhstan. For all time of the Center is training the international educators on a five-point scale from «-2» up to «2» 99 % of students have estimated a urgency and the practical importance of rates on the maximum point «2».
The urgency of scientific development of the creative approach in IGIP educational process for Kazakhstan Republic conditions, on our opinion, is shown as a result of a statement of the following reasons.
The new methodology of training based on requirements of the European standard, basing on use of informative-communication technologies, confidently is included into practice of activity of many educational institutions of various forms and levels. We shall consider the brief characteristic and the basic advantages of remote education (RE).
Training without leaving a house, from work, without additional family charges on residing during training in the other city.
The individualization of training especially it is important for the educators combining study with work.
The modular principle (credits in terminology of Bologna process). The electronic control of knowledge level guarantees objectivity and
independence of estimations.
Consultations with the lecturer on-line at any convenient time alongside with forums in a mode online.
Internal lectures with educators (exit consultations and reading of problem lectures by experts, including foreign professors).
The material submitted above, on our opinion, also is the innovative approach in educational process IGIP in Kazakhstan Republic conditions. One of the strong catalysts of realization of this approach is creativeness which domination is predetermined by long world financial and economic crisis.
The purpose of the given research is attempt to use, on the basis of monitoring the combinations of approaches suggested in schemes in training IGIP, technologies of training, in an effective mode, for groups of students IGIP.
Research of Approaches
Scientific novelty in research, at a sight of authors, is consideration from world and European positions, from positions of the CIS and Kazakhstan Republic, the theory and practice of a rating ratio of the following substantial market terms.

Research problems follow from an urgency of a problem of training of different groups of IGIP students for the countries CIS and Kazakhstan Republic, and also scientific novelty of research and the purpose of research.
Training in frameworks IGIP in the CIS both in Kazakhstan Republic passes in conditions of a competition of educational structures amplified financial and, that is important for training structures IGIP, an economic crisis. The main parameters of it are small number of groups of students and the low interest of doctors of sciences (according KNMC data - less than 50 %).
Before all we shall stop on bases of our research.
We have taken the theory of competition M.E. Porter1 for a basis. Essence of this model is five types of competitors are considered. In the article we shall stop only on such types of competitors, as market authority of the seller of resources and market authority of consumers.
Let's consider a condition of not creative approach and not creative resource. In this case students are not ready to perceive a material submitted as various educational products with use of computer technologies. The educators reading courses are not ready to present this material in required by remote education form. Lessons pass without elements of a creative. In such situation introduction remote education extremely inefficient for IGIP courses.

In the case of the creative approach and not creative resource educators aspire to use modern technologies of training, the computer opportunities, training programs, but thus face with the audience has been not prepared for recognition of such material, got used to work with standard representation of a material. The students who are not corresponding to suggested courses on the qualification, for example, not having base engineering education can represent the given audience. In this case remote education use complicates recognition of a material as besides a teaching material, it is necessary to master computer technologies for work with it.
In a return situation, the audience is ready to use of modern methods of training, students are able to use opportunities of computer technologies for search and representation of the information, and face with a statement as standard lectures, without use of modern means of visualization, evident representation of a material, etc. In the given situation remote technologies also it is not effective, since educators who are experts in the area, cannot present this material in the most effective form suitable to remote training.
If we deal with the creative approach in training a creative resource, i.e. both educators and trainees are ready to use modern progressive technologies of training, remote education gets efficiency. Educators can state a material in the most effective for recognition form, and students are ready to use it effectively. But in competitive struggle for the buyer of such services of it a little. There is no innovative component.
In case of the creative innovative approach to a creative resource we have the following situation. The educators being the best experts in the area, including from abroad, have generated a full package of necessary teaching materials, survey TV-lectures and video-lectures, computer training programs, slides - lectures and audio-courses, have prepared test bases for the control of knowledge of trainees. Students thus are not able to work effectively with modern computer technologies, do not know foreign languages, thus cannot independently work with materials of foreign lecturers. In the given situation remote education works inefficiently since the resource does not hold out up to a level of a suggested material, it is not prepared for such level of carrying out of lessons.
The return situation there is a creative approach to a creative innovative resource is possible also. We shall assume, for training at courses of qualification improvement there has arrived the person owning a foreign language at a level of free understanding of a material. This student is able to work with modern information technologies of search of the necessary information, freely perceives it as on native, and foreign

language, quickly finds, etc. Also faces with creative, but not the innovative approach of a statement of a material. In the given situation application remote education depends on a level of the submitted materials. To the given student it will be frankly boring on courses, the level of a material stated for him simply does not hold out up to such trainee.
In case of the creative innovative approach to a creative innovative resource and educators, and students freely know foreign languages, can effectively apply opportunities of modern information technologies to a statement of a teaching material in the most convenient form. Remote education most effective since the level of a statement and recognition of a material correspond each other.

The experience of work in engineering high school not less than 7 years or on an engineering post not less than 2 years and the pedagogical experience not less than 5 years.
Base engineering higher education. Presence of a scientific degree. Presence of an academic status.
Presence of author's lectures for students, masters and etc..
Presence of publications in editions with international ISBN (even once a year).
Pparticipation in international conferences with reports (not less often than 2 times one year).
Free possession foreign language (-es).
Use of means of training and information technologies at a level of the experienced user.
Pparticipation in the international financed, initiative or joint projects (even 1 time in 5 years).
Participation in the international competitions of research works (even once a year).
Presence of patents, inventions, certificates (not less than 3). Presence of awards.
Requirements to a creative resource by the example of students of IGIP courses of qualification improvement (interpretation of authors of the article).

Conclusion
Summing up the given research, it is possible to tell, that KMNC IGIP puts before itself the certain tasks in introduction in full remote training of IGIP students. At the first stage such training will be carried out in parallel with traditional. At the second stage remote education will be the basic.
For this purpose the remote lectures stipulated by the plan will be introduced. Structure of adaptation of a remote lecture following: development of a course, creation of resources, accommodation of resources on a portal, testing of courses, organizational work with students, forming of students groups (Figure), training.

ОПРЕДЕЛЕНИЕ ВЛИЯНИЯ КЛИЕНТООРИЕНТИРОВАННОСТИ ОТЕЧЕСТВЕННОГО БИЗНЕСА НА РАЗВИТИЕ ИННОВАЦИОННОЙ ДЕЯТЕЛЬНОСТИ В РОССИИ
Исследование направлено на установление зависимости клиентоориентированного поведения фирмы с уровнем инновационного развития и экономической независимости страны. Дана научная трактовка понятия «клиентоориентированность», охарактеризованы формы ее восприятия в обществе. Оценка эволюции контрактных отношений в отечественной практике позволила установить причины декларативного характера ориентации на клиента российских предприятий. Представлена модель формирования ценовой стратегии фирмы. Отмечены проблемы нормативно-правового регулирования защиты прав предприятия на объекты промышленной собственности, повышения уровня патентоспособности инновационноактивных компаний.
Ключевые слова: предприятие, клиентоориентированность, цепочка создания ценности продукта, типы клиентов, инновационность, инструменты защиты интеллектуальной собственности, мотивированность бизнеса.
Большая зависимость от конъюнктуры сырьевых рынков национальной экономики России обернулась тяжелым, как отмечают многие исследователи, затяжным кризисом. Гипотезой данного исследования является установление зависимости курса на импортозамещение от повышения уровня инновационности отечественного бизнеса за счет формирования модели клиентоориентированного поведения предприятий обрабатывающей промышленности.
