Abstract.The origins of project-oriented management in Russia are considered. This question cannot be fully sanctified without analyzing the state of the country's industrial development in the early twentieth century, and especially, the development locomotive - engineering. The analysis shows that the development of knowledge-intensive industries, to which the aviation industry can certainly be attributed, without state protectionism is doomed to permanent copying of what has already been done. That inevitably leads to a lag, which increases with time. It was concluded that for a state that has an intention to pursue an active policythis situation is a dead end and is not acceptable.
