Введение
Данный практикум предназначено для студентов специальности «Таможенное дело» дневной и заочной форм обучения.
Практикум содержит аутентичную информацию по основным проблемам таможенного дела и соответствующую терминологию, которая осваивается через методически тщательно разработанные упражнения и задания. Все задания сгруппированы по видам деятельности и направлены на формирование и развитие навыков чтения, говорения, аудирования и письма.
В разработке содержится глоссарий терминов по специальности, который необходим не только для освоения материала данного пособия, но и в дальнейшей практике.
Пособие рассчитано на аудиторную и автономную работу со студентами, но может быть также использовано для работы с аспирантами и специалистами-практиками, желающими повысить свой уровень владения английским языком.
Unit 1. Customs.
1.1. Read and translate the text.
Customs is an authority or agency in a country responsible for collecting and safeguarding customs duties and for controlling the flow of goods including animals, personal effects and hazardous items in and out of a country. Depending on local legislation and regulations, the import or export of some goods may be restricted or forbidden, and the customs agency enforces these rules. The customs LEBA may be different from the immigration authority, which monitors persons who leave or enter the country, checking for appropriate documentation, apprehending people wanted by international arrest warrants, and impeding the entry of others deemed dangerous to the country.
A customs duty is a tariff or tax on the export of goods. Commercial goods not yet cleared through customs are held in a customs area, often called a bonded store, until processed. All authorized ports are recognized customs area.
The Federal Customs Service (FCS) of Russia is a Federal executive authority, performing in accordance with the legislation of the Russian Federation the functions of control and supervision in the field of customs and the functions of a currency control agent and special functions of contraband control, abatement of other crimes and administrative violations.
The Federal Customs Service (FCS) is under the jurisdiction the Ministry of Economic Development and Trade of the Russian Federation.
The FCS in its activity is guided by the Constitution of the Russian Federation, federal laws, decrees and regulations of the President of the Russian Federation, international agreements of the Russian Federation, regulatory legal acts of the Ministry of Economic Development and Trade of the Russian Federation, the Ministry of Finance of the Russian Federation and the Central Bank of the Russian Federation, and also by present Regulations.
The FCS operates directly, through customs houses and representative offices of the Service abroad, in cooperation with other federal executive authorities, executive authorities of the subjects of the Russian Federation, municipal authorities, the Central Bank of the Russian Federation, public associations and other organizations.
