International standards of the local self-government (2 hrs)

1. Worldwide Declaration of Local Self-Government (1985).

2. United Nations Human Settlements Programme: goals and achievements.

3. Sustainable communities. Community development.

4. Self-organized bodies of population in Ukraine.

Keywords:

Questions:

1. List some of the international organizations that work out municipal standards and support local self-government.

2. Explain how the UN HABITAT works and what main problems it aims to solve.

Student’s Portfolio – chapter 3:

Present the accurately and neat typed or written chapter in a single folder before the beginning of the seminar.

1. Define the sustainable community (max.50 words).

2. Define the community development (max.50 words).

1. Read the European Charter of Local Self-Government (1985). Write a brief description of the document to reflect it main ideas (approx. 200- 300 words).

Seminar 4. European standards of the local self-government (2 hrs)

1. The Council of Europe’s Congress of local and regional authorities.

2. European standards of the local self-government and their implementation in Ukraine.

3. The European Charter of Local Self-Government (1985): an overview and implementation in Ukraine.

4. The European Convention on the Participation of Foreigners in Public Life at Local Level (1992): an overview and possibilities of ratification by Ukraine.

Questions:

1. How the Congress of local and regional authorities of the European Union works? Is Ukraine represented in this body?
