Asian vector of modern energy policy

Due to the stability of the EU-Russia relations in the energy sector, Russia faces a new urgent problem of finding new energy markets [1]. Additional opportunities for developing our energy potential are possible through the development of new connections with the Pacific Rim, the most rapidly growing geopolitical space [2] with a steady growth in the consumption of energy. This region is a home to more than half of the world's population, which consumes nearly 40 % of the entire world's energy. According to the International Energy Agency (the IEA) by 2025 the average annual growth of global energy consumption will be 2.6% in India, 1.8% in China, 0.3 % in Japan. Moreover, India and China will consume about 45% of world energy resources by 2030 [3].

The implementation of the key principle of the Russian Federation – energy supply in exchange for reverse investments in infrastructure and technology [4] – will give an impetus to the modernization of the transport system and the development of new fields in the Eastern Siberia and in the Far East, boosting the economic growth in these regions. It is extremely important due to the presence of a political risk for the Pacific Rim, caused by a possible disruption of resources supplies from the Middle East, which accounts for more than a half of the oil and gas imports in China and India [5].

However, the possible contribution of the Russian Federation to the energy security of the Pacific Rim can be associated not only with a probability of development of hydrocarbon supply [6]. Russia may offer a direct supply of electricity and technology as well [7]. It is particularly important in the changing structure of the fuel and energy balance in the

world [8], as it will give a unique opportunity to diversify Russian energy exports greatly and increase energy security of the Pacific Rim.

Thus, the main aim of the work was the search for the best ways to develop and strengthen Russian relations with Asia-Pacific countries in energy policy.
