Economic cooperation as a way of promoting national interest

The end of XX and the beginning of XXI century is marked with changing role of economy in state. Attempts of giving up colonial model of economic cooperation and transforming it into industrial model, giving a strong point to new technological achievements, caused the appearance of new economically developing and regions1. Asia-Pacific region is the most rapid developing and attracting from the point of investment view. Capabilities of this region are tremendous if we take into account the business conditions in Asia-Pacific states.

From the view of Russian foreign policy Asia-Pacific region is very important, because developing economic cooperation can help Russia to contribute development of Far East and Siberia regions. And at the same time if we look carefully at the rapid industrialization, urbanization and electrification of the Southeast Asian region, we can come to conclusion of increasing necessity in raw materials. And with the availability of good material and technical base in Russia, cooperation should be in increasing of large investment projects, working in the area of innovation. Competing with powerful Western partners is not always comfortable for new Asia economic actors, while partners from Russia can be as «equal weight» as with considerable development potential for both sides2.

Very big attention should be paid to energetic related projects. One of Asian giants-China`s industry has a big necessity in gas and oil materials. Cooperation with Russian`s partners will bring much energetic stability in China`s internal market. On the one hand because of very high quality of Russian oil. On the other hand the matter of being neighbors, which automatically decreases transporting expenses (in comparison – transporting energetic material from other regions, like Latin America or Arab countries will lead to a very big transporting expenses and risks). Only 2009 about 25 billion dollar was invested by China government for transporting energetic raw from Siberian and Far East to China through Manjuria and Kazakhstan3.

Taking also into account the fact that 89 of the 29 regions of Russia located on the Asian side and these regions are well oriented for trade and business relations with Asian countries, there are favorable prospects for investment of funds and advanced technologies in these regions in order to form a more favorable conditions for the access of Russian goods to the markets of participating countries. This is facilitated by analysts' forecasts of rapid economic growth of the Asian region of Russia in XXI century4.

Cooperation with Asia-Pacific region should help Russian`s economic sector to move away from the excessive focus on Europe and the U.S. in political and economic thinking and social consciousness; highlight AsiaPacific area as one of the priorities in the overall direction of Russian foreign policy. But at the same time cooperation of Asia states should lead to reduction of the growing military machine in the region. Economic factors in the region prevail over the political and military, and the idea of security is here understood by the majority of partners, not as the balance of power, but as a security through joint development5.

Cooperation in transport sphere is also important in development of the region, although there plenty of problems. Significant limiters of economic development of the Far East power will be low carrying capacity of the railways, the high cost of production and delivery of electricity to consumers in some areas and the lack of sufficient density of electric networks. Obviously, without further capacity expansion of highways and electrical network is unlikely to significantly increase the volume of trade and economic relations between partners. Joining to any to international and regional transporting project will greatly help to develop transporting infrastructure of the region6.

At the end of this thesis, I would like to emphasize that with the right economic policies, Russia can not only get good leverage for its foreign policy, but at the same time with the help of economic projects to solve internal problems by attracting investment in their solutions.
