1. There must be high perfor­mance requirements; no condoning of poor or mediocre performance; and rewards must be based on performance.
2. Each management job must be a rewarding job in itself rather than just a step in the promotion ladder.
3. There must be a rational and just promotion system.
4. Management needs a “char­ter” spelling out clearly who has the power to make life-and-death decisions affecting a manager; and there should be some way for a manager to appeal to a higher court.
5. In its appointments manage­ment must demonstrate that it realizes that integrity is the absolute requirement of a manager, the one quality that he has to bring with him and cannot be expected to acquire later on.

Особенности менеджмента в России
Переход к рынку выдвинул задачу формирования российского менеджмента. Наличие в Российской Федерации переходной к рынку экономики означает в то же время и процесс формирования менеджмента.
До сих пор популярна концепция копирования западной теории менеджмента. Но она не учитывает особенностей российского менталитета.
Процесс движения России к рыночной экономике необратим. Россия сейчас проходит тот эволюционный путь, который страны с развитой экономикой прошли полвека тому назад. В России нет продолжительного опыта управления предприятиями в условиях рыночной экономики Именно поэтому имеют место такие «болезни», как:
• спрос не изучен, непонятен. Наличие спроса определяется по
факту, результатам продаж;
• уверенность в том, что в нынешней ситуации в России не может быть и речи об установлении долгосрочных целей по сохранению и развитию бизнеса;
• отсутствуют объективные оценки деятельности управленцев. Непонимание огромного вреда, наносимого аттестацией;
• нет практики ротации руководителей внутри организаций. Не развивается школа руководящего резерва;
• не используется в должной мере управленческий учет для анализа эффективности деятельности предприятий и подразделений.

Особенности российского менеджмента определяются:
• чрезвычайно высокой скоростью протекания социально­экономических, политических и др. процессов, определяющих среду существования российского менеджмента;
• комплексом факторов, затрудняющих и благоприятствующих укреплению менеджмента в России;
• культурная среда, особенности общественного сознания и т. п.
Отсутствие требования оптимизации, которое мы можем наблюдать в российских организациях, делает систему инфантильной, ей не надо изменяться, так как она может работать с любым уровнем отдачи. Становится не нужна информационная база о затратах и результатах, и руководители лишаются важного инструмента выявления «болевых точек».
Следующая особенность российской системы управления бизнесом связана с тем, что в ней никогда не выделялся основной фактор успеха, основное стратегическое преимущество, без достижения которого нельзя выжить. Нет такой традиции, нет потребности, нет навыков выполнения такой работы.
И, наконец, последняя особенность рассматриваемой системы управления связана с использованием организационной культуры. В социалистической экономике организационная культура активно использовалась, она была хорошей поддержкой неэффективных решений и действий, осуществляемых во имя будущего благополучия. Она позволяла гордиться нашими «успехами» и своими «передовыми предприятиями». Отказ от этих ценностей и нарастание беззакония в области оплаты труда и решений вопросов собственности подорвало и без того хрупкое единство администрации с рабочими. Результат – рост социальной напряженности, снижение инициативы и мотивации к высокопроизводительному труду, кризис доверия. Все это может стать серьезным тормозом столь необходимых преобразований.

Presenter: Today we are talking to Jack Black about the structure of
Bioworks plc.. Jack’s the General Manager of the New York factory. Jack, do you think you could tell us something about the way Bioworks is actually organized?
Jack Black: Yes, certainly. We employ about three thousand people in all in
two different locations. Most people work here at our

headquarters plant. And this is where we have the administrative departments, of course.
Presenter: Perhaps you could say something about the departmental
structure?
Jack Black: Yes, certainly. Now, first of all we’ve got four main divisions.
There’s the production division which, as the name suggests, is responsible for production operations. And, as you know, we’ve got two factories, one here in New York, USA, and the other is in Marcel, France. Hampton Smith is the other General Manager, there in Marcel.
Presenter: And you’re completely independent of each other, is that right? Jack Black: Oh, yes, yes. Our two plants are fairly independent. I mean, I
am responsible to our Production Manager, and we have to cooperate closely with the Marketing Manager.
Presenter: Mm. Jack Black: But otherwise, as far as day to day running is concerned, we’re
pretty much left alone to get on with the job. Oh, and I forgot to mention the most important division of all, some people say. That’s finance. The Financial Director is David Navada. He’s a very important man. And his task is to make sure the money­side of things is OK. The accountant and all other people who are responsible for money issues report to him directly.
Presenter: Is that all? Jack Black: Oh no, no. There’s personnel. Presenter: Yes. Jack Black: That’s quite separate. Raul Infante is Personnel Manager. And
the Training Manager reports to him, of course.
Presenter: But I imagine that a firm such as your own has smaller
departments within the divisions?
Jack Black: Oh yes, that’s the case, yes. I mentioned that we are fairly
independent.
Presenter: What about Research and Development? Isn’t that a separate
department?
Jack Black: Well, in terms of the laboratories, there are two of them: one at
each production plant. But it’s a department in the production division and it has a single head.
Presenter: Are there any other features worth mentioning? Jack Black: Well, if we take our division, which, of course, I know best,

we’ve got several other departments, which all report, as I said, to our Production Manager and which I am responsible for on this site. Now there’s the planning department. Brian Will is in charge of that. And a purchasing department, they buy in the materials for production.
Presenter: Yes, and what about the board of directors and the chairman? Jack Black: Yes, well, they’re at the top, of course? I mean, a couple of the
executives are directors themselves. The Managing Director, of course, and others.
