The Law is the true embodiment
Of everything that’s excellent
It has no kind of fault or flaw. And I, my Lords, embody the Law.
(The Lord Chancellor in Iolanthe)
TEXT A
Lawyer
The profession of a lawyer is one of the most important in the lawgoverned state. Lawyers have to solve many problems that exist in our society. Lawyers deal with legal regulations in the sphere of economics, society and people’s relations. In the field of economics the task for lawyers is to define the contents of legislation.
The duty of lawyers is not only to punish people for various crimes: stealing, murder, traffic violation and so on but they must do their best to prevent crimes, to fight against evil in our society. They should help those people who committed an error to find the right road in their life. Lawyers protect the rights and legal interests of citizens, institutions and organizations. All the citizens are equal before the law. The defendants are guaranteed the right to defence.
In our country justice is based on the principles of equality of the citizens before the law and the court, regardless of social position, property or official standing, nationality or race. The court’s mission is not just to determine punishment, but rather to educate people in the spirit of strict observance of all laws, of labour discipline, appreciation of their duty to the state and society, respect for the rights and integrity of fellow citizens and of the norms of behaviour.

TEXT B
The Need for Law
Mr. Jones murdered his wife. He was burying her in the garden one night, when his neighbour, hearing the noise, asked him what he was doing.
«Just burning the cat,» said Mr. Jones.
«Funny sort of time to bury a cat,» said the neighbour. «Funny sort of cat,» said Mr. Jones.
Now it is obvious to everyone that, in a community such as the one in which we live, some kind of law is necessary to try to prevent people like Mr. Jones from killing their wives. When the world was at a very primitive stage, there was no such law, and, if a man chose to kill his wife or if a woman succeeded in killing her husband, that was their own business and no one interfered officially.
But, for a very long time now, members of every community have made laws for themselves in self-protection. Otherwise it means that the
24
stronger man can do what he likes with the weaker, and bad men can join together and terrorize the whole neighbourhood.
If we have no law we can not go out in broad daylight without the fear of being kidnapped, robbed or murdered. There are far, far more good people in the world than bad, but there are enough of the bad to make law necessary in the interests of everyone.
There is no difficulty in understanding this. But it is just as important to understand that law is not necessary just because there are bad people in the world. We need a set of rules of behaviour, in other words laws, to enable us to live in any kind of satisfactory state.
How must one good man in a motor-car pass another good man also in a motor-car coming in the opposite direction, unless there is some rule of the road? People sometimes go in front of one another when they are walking on the pavement before they can pass, and they may even collide. Not much harm is done then, but, if two good men in motor-cars going in opposite directions drive in front of one another, not knowing which side to pass, the result will probably be that there will be two good men less in the world.
The law has to provide for all kinds of possibilities. Suppose you go to a greengrocer and buy some potatoes and find on your return home that they are mouldy or even that some of them are stones, what can you do? In the absence of law you can only rely upon the law of the jungle. You can go back to the shop, demand proper potatoes and hit the shopkeeper on the nose if he refuses to give them to you. You can then look round the shop to try to find some good potatoes. While you are doing this, the shopkeeper may hit you on the neck with a pound weight. It is not a very satisfactory shopping.
Or you may pay your money to go to see film at a cinema. You may go inside, sit down and wait. When the cinema is full the words: «You’ve had it, Chums» appear. The manager can safely remain on the premises and, as you go out, smile at you and say: «Hope you’ve enjoyed the show, sir». That is to say, he can do this safely if he is bigger than you or has a well-armed bodyguard.
Every country tries, therefore, to provide laws which will help its people to live safely and as comfortably as possible. This is not at an easy thing to do, and no country has been successful in producing laws which are entirely satisfactory. But we are far better off with the imperfect laws which we have, than if we had none at all.

TEXT С
The Law: Judges and Politics
All the conservatism and exclusiveness of old institutions is to be found in the legal profession, which has grown up alongside the old universities, as part of the classic route to parliament and political power, with its roots deep in history and religion. The law is the most extreme British example of a closed and self-regulating community, with all its strengths and weaknesses. Its proud traditions can enable judges to stand from the state apparatus, as the ultimate guarantors of human liberties; but they have also enabled lawyers to resist reforms more stubbornly than anyone, and to fortify their own privileges. Right-wing lawyers love to complain about the monopolies and restrictive practices of trade unions while they enjoy the most restrictive monopoly of all, protected by one of the oldest trade unions.
(A. Sampson «The Changing Anatomy of Britain»)
Ex. 9. Find in the text the English for:

Ex. 10. Read the following and tell your opinion about the Law in Russia.
A. Sampson thinks that the Law in Great Britain is:
1)a route to parliament and political power;
2)a closed and self-regulating community;
3)the ultimate guarantor of human liberties.
