In 2018 FIFA World Cup will be the 21st FIFA World Cup, an international men’s football tournament, that is scheduled to take place between 14 June and 15 July 2018 in Russia. This will be the fi rst World Cup held in the area of the former Soviet Union and the fi rst since 2006 to be held in the European continent.

The fi nals tournament will involve 32 national teams, including that of the host nation, assuming the current format of the fi nals is maintained. The final is expected to take place in Moscow at the Luzhniki Stadium.
Russia proposed the following host cities: Kaliningrad, Kazan, Moscow, Nizhny Novgorod, Rostov-on-Don, Saint Petersburg, Samara, Saransk, Sochi, Volgograd, and Yekaterinburg.
In October 2014, on their fi rst offi cial visit to Russia, FIFA’s inspection committee and its head Chris Unger visited St Petersburg, Sochi, Kazan and both Moscow venues. They were satisfi ed with the progress
The Luzhniki Stadium is a sports stadium in Moscow, Russia. Its total seating capacity is 78,360 seats, all covered (upgraded). The stadium is a part of the Luzhniki Olympic Complex. Its fi eld is used mainly for football games by Torpedo Moscow club, who also own the sports complex, and Spartak Moscow, as well as being one of the home grounds of the Russian national football team. It is one of the few major European stadia to use an artifi cial pitch, having installed a FIFA-approved FieldTurf pitch in 2002. The pitch is necessary because regular grass pitches cannot withstand the harsh Russian winters and must be replaced at high cost. However, a temporary natural grass pitch was installed for the 2008 UEFA Champions League Final. The stadium is also used from time to time for various other sporting events and for concerts.
The stadium was built in 1955–56 as the Central Lenin Stadium, and was officially opened on 31 July 1956. It was the chief venue for the 1980 Summer Olympics, the spectator capacity being 103,000 at that time. The events hosted in this stadium were the Opening and Closing Ceremonies, Athletics, Football finals, and the Individual Jumping Grand Prix.
In 1992, the stadium was renamed the Luzhniki Stadium. An extensive renovation in 1996 saw the construction of a roof over the stands, and the refurbishment of the seating areas, resulting in a decrease in capacity.
The stadium hosted the 1999 UEFA Cup Final in which Parma defeated Marseille in the second UEFA Cup fi nal to be played as a single fixture.
The Luzhniki Stadium was chosen by UEFA to host the 2008 UEFA Champions League Final won by Manchester United who beat Chelsea in the fi rst all-Eng- lish Champions League Final on May 21.
In August 2013 the stadium hosted the World Athletics Championships.
The 2018 FIFA World Cup has been awarded to Russia and the Luzhniki Stadium has been selected by the Russia 2018 FIFA World Cup bid as the venue for the final which will be held on July 8, 2018. The stadium will then join Rome’s Stadio Olimpico, Berlin’s Olympiastadion, Munich’s Olympiastadion and London’s Wembley Stadium as the only stadia to have hosted the fi nals of the FIFA World Cup, UEFA’s European Cup/Champions League and featured as a main stadium of the Summer Olympic Games.

REFEREEING
Hans-Ulrich Schneider, FIFA Refereeing Department
In line with FIFA’s new refereeing policy, 12 female trios, representing all six confederations, were appointed for this tournament, as well as a further three women referees from the USA, who acted as fourth officials. Unfortunately, two Nigerian assistant referees did not receive visas for the USA, and one referee from the USA had to withdraw injured shortly before the tournament.
The referees’ headquarters were based in Philadelphia (Pennsylvania) in the run-up to the tournament (refereeing course and fi tness test) and during the group stages. The base then transferred to Portland (Oregon) for the quarter– and semifinals, and to Los Angeles (California) for the two fi nal matches.
In terms of refereeing organization, members of the FIFA Referees’ Committee were assigned to each of the venues to work as a coordinator. Furthermore, in each of the venues, one member of the refereeing team acted as an assessor of the refereeing trios. The match offi cials travelled to their match venue on the day before the game, and returned to the headquarters the day after. The considerable distances between some of the venues created a major challenge for the LOC offi cials and refereeing administrators, but, even with last-minute changes of plans, all of the hurdles were cleared comfortably. The refereeing headquarters were also used to view recordings of matches, analyse games and prepare the teams for their next match. A refereeing instructor, an assistant referees’ instructor and a computer specialist for video recordings/ analyses were responsible for these sessions.
The referees’ headquarters also played host to fi tness tests for the referees and assistant referees before the tournament, and to training sessions during the event. By introducing three special training programmes (preparation for next match; post-match rest and recovery; period in between matches) for the

two distinct groups of referees and assistant referees, the fi tness trainer and physiotherapist ensured that the match offi cials were physically and mentally ready to meet all challenges. This excellent fi tness programme also ensured that no offi cials had to retire injured from the tournament.
Part II. The tournament itself:
At a course held on 18 September 2003, the referees and assistant referees were brought up to date with all of the administrative issues related to the event, and a number of instructors gave audio-visual presentations on a series
of matters concerning the Laws of the Game. The results of the fi tness test held on 19 September, with a number of RFA standards easily surpassed, confirmed
that all of the match officials were in perfect shape for the tournament and the
matches ahead.
Meeting on 19 September, the Bureau of the Referees’Committee appointed the match offi cials for the group games, and later that day, the fi rst trios travelled to the venues (Boston, Carson/Los Angeles, Columbus, Philadelphia, Portland and Washington D.C.).
Fair play shone through in most of the games, with only one red card during the whole event. There were no major problems in the matches and the level of the trios’ assessed performances ranged between good and very good.
Each trio offi ciated a minimum of two games. As is customary, at the end of the group matches, and following the conclusion of the quarter-fi nals, the number of match offi cials was reduced accordingly. The assessors assigned an average
mark of 8.1 to the offi cials during the group stages, and an average of 8.8 for the knockout phase. The new system, using trios from the same country, region or confederation, or failing that, trios that spoke the same language, proved to be a great success. The offi cials rose to the challenge and took their performances to new levels. They showed that they have a role to play at the highest level of
women’s football. In terms of refereeing, the FIFA Women’s World Cup USA 2003 was a resounding success.

Although modem football began in nineteenth-century England, the English didn’t invent football: they simply gave it rules. Human beings have always liked kicking round objects. Two and a half thousand years ago the Chinese played a game called Tsu-Chti, which means ‘to kick a ball made of leather with the feet”.
A Roman stone carving from Yugoslavia, from around the year 200 AD, shows a man holding a type of football and the Greeks are known to have played a game called episkyros. Although the details are unknown, it’s certain that these games were all played by two teams.
There are records of football being played in the twelfth century on the streets of London. King Edward II banned (stopped) it in 1314, saying, “There is a great noise in the city caused by hustling (fi ghting) over large balls”. Later kings also banned the game without much success. By the sixteenth century it had become very rough (dangerous). Most games were played in villages with as many as 500 people in each team. They played from midday until sunset.
By the nineteenth century only the rich private schools were playing football. Each had its own set of rules which made games between schools impossible. In 1862 a set often rules were written down – fi ve of these are in use today. The fi rst competition cup, the Football Association Cup, was started in 1872. League football began in 1888 and teams formed all over England, involving everyone, not just the rich. By 1900 English sailors had taken the game to other countries. In 1930 the fi rst World Cup match was played: it was won by Uruguay. (England didn’t enter until 1950). Now the World Cup is the focus of football. The fi nal match is watched on TV by almost half the world’s population. Football is certainly the world’s most popular sport.
