28)Compare systems of scientists' accreditation in Kazakhstan (before and after 2010) and abroad.
The National Accreditation Center was established on the basis of the RSE "State Scientific and Practical Center" Kazsertiko "and the State Enterprise" Institute for Advanced Studies in Standardization, Metrology and Certification "in 2000. At the same time, the Head of State set before the Government the task of integrating the national accreditation system into the international system and facilitating the promotion of Kazakhstan's exports through the reduction of technical barriers when conducting abroad procedures for recognizing test results and certificates for Kazakh goods. For fifteen years the system of accreditation as the main element of ensuring the quality and reliability of laboratory tests in the field of product safety has undergone a number of transformations.
Accession to agreements with international accreditation organizations, including International Laboratory Accreditation Cooperation (ILAC), Pacific Accreditation Cooperation (Pacific Accreditation Cooperation) and the International Accreditation Forum (IAF), is due to two reasons . Firstly, since we are engaged in accreditation of conformity assessment bodies, we should also be assessed by international organizations for compliance with international standards, requirements and principles. And, secondly, in the period of preparation for WTO accession, the obvious barrier was that our certificates and test reports were not recognized abroad. For example, when we imported grain to a country, it was subjected to a second test, there were arguments as to whether it was of high quality, whether it met the standards. At the same time, time was lost, quality of products declined, prices fell on it.
Membership in international organizations was preceded by a rather complex and lengthy preparatory work, as a result of which in 2008 we became an associated member of ILAC and applied for membership in this union. For three years after this, ILAC specialists came to visit us, checked our management system, the accreditation process of laboratories, compliance with the international quality management system. And only in 2010 in Shanghai, a multilateral treaty was signed. The whole world lives on bilateral treaties, we have also made a breakthrough; signing a contract with ILAC, we, with 50 countries at the same time, concluded an agreement on mutual recognition of each other's protocols. The agreement also provides that ILAC specialists will constantly check us.
Then we applied to the IAF International Organization, which was also preceded by painstaking work. A special group visited us on several occasions, checking the conformity assessment bodies. And in 2013 in Seoul (South Korea), as part of the joint IAF / ILAC General Assembly, the National Accreditation Center was accepted as a full member in the International Accreditation Forum, and in 2014 became a signatory to the Multilateral Agreement on the Recognition of the IAF MLA products.
It should be noted that in 2011 a licensing agreement was signed for the right to use the ILAC-MRA Combined Laboratory Label used on test reports issued by accredited laboratories. Such protocols can be recognized in the countries that signed the ILAC-MRA mutual recognition agreement, which helps to reduce the costs and time of domestic exporters for additional procedures to verify the conformity of the goods.
