Households may bear high costs from participating in labor markets, either as buyers or sellers, if they have to incur costs to participate (for example, in traveling to a local estate to seek employment opportunities). These costs are particularly problematic if labor prices are highly variable or subject to large seasonal fluctuations. Bad infrastructure and poor information flows can also drive up these costs. Consequently, households may prefer to use family labor on the farm than to hire labor, to keep costs lower.
The perceived lower costs of household labor as compared to hired labor are also due to the fact that hired laborers have less incentive to work hard than do family laborers, because they are not consumers of the output . This means that the household may have to invest in supervising hired laborers, which can results in even greater costs. Together, these labor market problems may prevent households from adopting agricultural technologies that are beneficial in terms of yields and prices, but which require additional labor.
