пользуется в случае, когда фактическое значение показателя ниже опорного значения не бо-

лее, чем на 5% (если цель - выполнить план), либо выше порогового не более, чем на 5% (если цель – не превысить план); зеленый индикатор используется в случае, когда фактическое зна-

чение показателя выше порогового значения (если цель - выполнить план), либо ниже порого-

вого значения (если цель - не превысить план); 2) построение линейных графиков (рисунок 3.6) для анализа динамики изменений значе-

ний ключевых показателей деятельности за определенный период времени;

3) формирование отчета по заданным параметрам с использованием инструмента «Гене-

ратор отчетов»;

4) формирование Альбомов отчетов после их согласования и утверждения ответственными специалистами по АСО КПЭ.

Альбом отчетов соответствующего структурного подразделения – филиала ОАО «РЖД» представляет собой согласование уполномоченными пользователями по кругу ведения вопро-

сов данных в АСО КПЭ по ключевым показателям деятельности. В АСО КПЭ предусмотрена возможность закрепления за уполномоченным пользователем одного или нескольких показа-

телей для согласования.

АСО КПЭ применяется для обеспечения руководителей центрального аппарата, фили-

алов и структурных подразделений ОАО «РЖД» управленческой информацией по определен-

ному перечню ключевых показателей эффективности производственной деятельности. Си-

стема способна в полной мере реализовать сбалансированную систему показателей в любом подразделении.

4 . 1 . T H E S T R A T E G I C P L A N N I N G I N O R G A N I S A T I O N S

Strategic planning is an organizational management activity that is used to set priorities, focus energy and resources, strengthen operations, ensure that employees and other stakeholders are working toward common goals, establish agreement around intended outcomes/results, and assess and adjust the organization's direction in response to a changing environment. It is a disciplined effort that produces fundamental decisions and actions that shape and guide what an organization is, who it serves, what it does, and why it does it, with a focus on the future. Effective strategic planning articulates not only where an organization is going and the actions needed to make progress, but also how it will know if it is successful.

A strategic plan is a document used to communicate with the organization the organizations goals, the actions needed to achieve those goals and all of the other critical elements developed during the planning exercise.

Strategic management is the comprehensive collection of ongoing activities and processes that organizations use to systematically coordinate and align resources and actions with mission, vision and strategy throughout an organization. Strategic management activities transform the static plan into a system that provides strategic performance feedback to decision making and enables the plan to evolve and grow as requirements and other circumstances change. Strategy Execution is basically synonymous with Strategy Management and amounts to the systematic implementation of a strategy.

There are many different frameworks and methodologies for strategic planning and management. While there are no absolute rules regarding the right framework, most follow a similar pattern and have common attributes. Many frameworks cycle through some variation on some very basic phases: 1) analysis or assessment, where an understanding of the current internal and external environments is developed, 2) strategy formulation, where high level strategy is developed and a basic organization level strategic plan is documented 3) strategy execution, where the high level plan is translated into more operational planning and action items, and 4) evaluation or sustainment / management phase, where ongoing refinement and evaluation of performance, culture, communications, data reporting, and other strategic management issues occurs.

There are numerous strategic planning and management frameworks that meet these criteria, such as the Balanced Scorecard Institute's Nine Steps to Success.

Key Performance Indicators (KPIs) are the critical (key) indicators of progress toward an intended result. KPIs provides a focus for strategic and operational improvement, create an analytical basis for decision making and help focus attention on what matters most.

Managing with the use of KPIs includes setting targets (the desired level of performance) and tracking progress against that target. Managing with KPIs often means working to improve leading indicators that will later drive lagging benefits. Leading indicators are precursors of future success; lagging indicators show how successful the organization was at achieving results in the past.

The relative business intelligence value of a set of measurements is greatly improved when the organization understands how various metrics are used and how different types of measures contribute to the picture of how the organization is doing. KPIs can be categorized into several different types:

inputs measure attributes (amount, type, quality) of resources consumed in processes that produce outputs;

process or activity measures focus on how the efficiency, quality, or consistency of specific processes used to produce a specific output; they can also measure controls on that process, such as the tools/equipment used or process training;

outputs are result measures that indicate how much work is done and define what is produced;

outcomes focus on accomplishments or impacts, and are classified as Intermediate Outcomes, such as customer brand awareness (a direct result of, say, marketing or communications outputs), or End Outcomes, such as customer retention or sales (that are driven by the increased brand awareness);

project measures answer questions about the status of deliverables and milestone progress related to important projects or initiatives.

The balanced scorecard (BSC) is a strategic planning and management system that organizations use to:

communicate what they are trying to accomplish;

align the day-to-day work that everyone is doing with strategy;

prioritize projects, products, and services;

measure and monitor progress towards strategic targets.

The system connects the dots between big picture strategy elements such as mission (our purpose), vision (what we aspire for), core values (what we believe in), strategic focus areas (themes, results and/or goals) and the more operational elements such as objectives (continuous improvement

activities), measures (or key performance indicators, or KPIs, which track strategic performance), targets (our desired level of performance), and initiatives (projects that help you reach your targets).

BSCs are used extensively in business and industry, government, and nonprofit organizations worldwide. Gartner Group suggests that over 50% of large US firms have adopted the BSC. More than half of major companies in the US, Europe, and Asia are using the BSC, with use growing in those areas as well as in the Middle East and Africa. A recent global study by Bain & Co listed balanced scorecard fifth on its top ten most widely used management tools around the world, a list that includes closely-related strategic planning at number one. BSC has also been selected by the editors of Harvard Business Review as one of the most influential business ideas of the past 75 years.

The BSC suggests that we view the organization from four perspectives, and to develop objectives, measures (KPIs), targets, and initiatives (actions) relative to each of these points of view:

Financial: often renamed Stewardship or other more appropriate name in the public sector, this perspective views organizational financial performance and the use of financial resources;

Customer/Stakeholder: this perspective views organizational performance from the point of view the customer or other key stakeholders that the organization is designed to serve;

Internal Process: views organizational performance through the lenses of the quality and efficiency related to our product or services or other key business processes;

Organizational Capacity (originally called Learning and Growth): views organizational performance through the lenses of human capital, infrastructure, technology, culture and other capacities that are key to breakthrough performance.

Strategic Objectives are the continuous improvement activities that we must do to implement strategy. The break down the more abstract concepts like mission and vision into actionable steps.

Actions that your organization take should be helping you achieve your strategic objectives. Examples might include: Increase Revenue, Improve the Customer or Stakeholder Experience, or Improve the Cost-Effectiveness of Our Programs.

The monitoring system improvement becomes one of the main JSC "Russian Railways" objections in the conditions of the vertically integrated holding and constantly changing market conditions. Now the management of structural subdivisions is concentrated in central departments so the efficiency marking of the territories becomes difficult. So the system of performance assessment of structural subdivisions was changed.

In JSC «Russian Railways» the performance assessment on the railways is based on key performance indicators (hereinafter KPI). The specially developed system of performance measures allows to focus the attention of managers on key factors of obtaining the competitive advantages in the long term.

The main objectives of the KPI system are:

1)the formation of planned key performance indicators values;

2)monitoring of key performance indicators values;

3)analysis of deviations of actual key performance indicators values of from planned ones;

4)analysis of the dynamics of key performance indicators relative to previous periods.

The main principles, as well as the procedure for evaluating the results, are established by "Methodology of branches and structural subdivisions performance assessment of the production unit of JSC Russian Railways". It was designed to improve the management system based on key performance indicators of branches and structural divisions. The Methodology was approved by the decree of JSC «Russian Railways». The Regulation was developed in accordance with the monitoring procedure based on key performance indicators.

The Methodology and Regulations for the formation of planned values for key performance indicators of branches and structural divisions of JSC «Russian Railways» present the key indicators developed for each division. These indicators are annually reviewed in accordance with the structural changes in the company.

The automated system "Automated system of subdivisions performance monitoring of the production unit of JSC Russian Railways" ASO KPI was put into effect to carry out the monitoring.

The system is integrated with transactional systems (Unified Qualified Automated System for Managing Labor and Financial Resources) and internal reporting systems (Consolidated Financial Statements) but also requires manual input.

The main purpose of key performance indicators monitoring is to provide managers of the central departments, branches and structural divisions of JSC «Russian Railways» with management information of a certain list of key performance indicators for making decisions.

To monitor and evaluate the holding performance, the following lists of key performance indicators is established: 1) economics and finance, 2) customers and markets, 3) technological processes, 4) staff and development, 5) safety and reliability.

The "Safety and reliability" block includes the monitoring indicators like occupational injuries, the number of the rolling stock derailments, the number of train and accident crashes, the specific number of all traffic accidents and the damage from the these incidents.

Constant monitoring of safety indicators within the key performance indicators system allows you to see the full picture of the current situation, and also to compare it with the results of similar holding units in different periods under review.
