1The practice of dividing higher education into bachelor’s and master’s degrees arose as a result of Russia's entry into the Bologna Process in 2011. Students are faced with a more complex two-stage system in which the second stage is considered optional. Having a choice is always a good thing, but the question is still on the agenda whether a master's degree will be required for further employment, if a bachelor's degree is sometimes quite enough.

Six-year training in a two-stage system has its advantages. Firstly, the student graduates with two full-fledged diplomas. Secondly, the master's degree allows you to change your specialization and gain knowledge in a different profile if, while studying for a bachelor's degree, the student realized that this was “not his”. A specialist who studies for five years has the opportunity only to get a second higher education, and this process will take longer. A weighty argument in favor of this system is also the fact that the diplomas of the new model are recognized all over the world, and the diploma of a Russian specialist is not recognized almost anywhere. The specialty remains at the faculties of scientific, technical and military profiles. And this can be justified, because it is difficult to study to become a good doctor or engineer in four years. Supporters of the specialty believe that a five-year period allows you to master any profession completely and soundly, and a specialist's diploma will not cause doubts about the qualifications of its owner.

A master's degree is not considered a second higher education if a bachelor enters it for the first time — in this case, it is the second stage of the first higher education. If you go to a master's degree after a specialty,

then by law it will already be considered the second highest. It is important to remember that after the bachelor's degree, you can apply for a budget place in the master's program, but after the specialty — no.

A master's degree is a great opportunity to learn a new profession in a shorter period of time. For those who already have a first higher education, master's degree studies will last 2–2.5 years, whereas it will take 3 or 4 years to obtain a second higher undergraduate degree.

In the structure of modern Russian higher education, the master's degree follows the bachelor's degree at the scientific level and precedes the PhD degree. This degree is not a scientific one, but an academic one, since it reflects, first of all, the educational level of a graduate of a higher school and indicates that he has the skills and abilities inherent in a novice researcher.

The logic of two-stage education is that a student, studying for a bachelor's degree, receives basic knowledge to confidently perform a certain job. Then he enters the master's programme to obtain more highly specialized knowledge. Thus, the master's degree can be used to deepen knowledge in their specialty or to master a new profession. That is, when graduating, the student will have a better idea of where to apply all the knowledge gained. Under the condition of full-time study, the master's degree, like the specialty, gives a respite from the army, which is an additional motivation for male students to continue their education. Finally, the master's degree is an integral part of the path for those bachelors who are going to continue their activities as a scientist or teacher and enter graduate school in the future. A specialist can go to graduate school, bypassing the master's degree.

Most undergraduates successfully combine their studies with an internship or a job, because studying in most programs takes only a few days a week.

Statistics from the Ministry of Education and Science of the Russian Federation show that the percentage of employed graduates with a master's degree is an order of magnitude higher than the percentage of

employed bachelors. However, many HR specialists1 help the company achieve its goals through the organization of personnel management and are responsible for ensuring that the company has talented and engaged employees) believe that only higher education in itself is important for the employer. When posting a vacancy, few people indicate: “masters are required” or “bachelors are required”. A master’s degree can sometimes play a role in choosing one of two potential candidates. However, there are areas where the absolute indicator of suitability is rather not a line about higher education, but the existing experience. This applies, for example, to the IT field, where the applicant is most likely to be asked to do a test assignment.

In general, it is believed that the lack of a master's degree may become an obstacle not to employment as such, but to further career advancement. At some point, it may turn out that the employee simply does not have enough qualifications.

The transition to the Bologna system has significantly increased the mobility of students and teachers. Having a Russian bachelor’s degree, a student may well, after collecting all the necessary papers, passing tests and translating the diploma into English, apply for a master’s degree abroad. Tens of thousands of Russian applicants leave every year to study at foreign universities.

Studying abroad gives a student a high level of training, experience of living in a foreign country, the opportunity to travel, permanent practice of a foreign language, and also increases the chances of completing useful internships and staying to work abroad. Another tangible plus is the opportunity to shorten the duration of your studies, since in some countries the master's degree lasts not two years, but one.

Among the disadvantages there are obvious: this is a red tape with documents and a financial component. Another problem is adapting to a new mentality, a new educational system and a new country as a whole.

By the way, many Russian universities have master’s degree student exchange programmes, with the help of which you can study in Russia for one year and spend the second year abroad. As a result, the graduate receives a diploma of two samples — Russian and foreign.

2. Изучая теоретический и практический опыт российского просвещения, можно убедиться, что он насчитывает более двух столетий. Система высшего образования начала складываться в начале XVIII века. Примером тому может служить создание в Петербурге образовательного учреждения Академии наук и позже при ней академического университета.

3.В отличие от зарубежных систем образования, в России изначально не было квалификации «бакалавр» — в западноевропейских университетах в старину так называлась первая ученая степень, с середины XX века в некоторых странах, например Франции, так называется лицо, сдавшее государственный экзамен за курс средней школы. В России присваивалась только магистерская степень.

4.Звание «магистр» вводится указом Александра I от 24 января 1803 года «Об устройстве училищ». С принятием нового университетского устава в 1804 г. в России стала действовать германская система автономного университета с выборным ректором

5.Подготовка магистров в России в ХVIII–ХIХ вв. проводилась в соответствии с «разрядами наук», т. е. в соответствии с научной направленностью университетских кафедр, выпускавших магистров. Число разрядов возрастало по мере развития науки и, соответственно, роста количества кафедр. В данном отношении университеты России находились в более благоприятном положении по сравнению с университетами Западной Европы, так как отражение в структуре образования растущей дифференциации науки способствовало современной перегруппировке кафедр, необходимой для усовершенствования университетского образования.

6.Многие исследователи магистерской подготовки в

отечественной высшей школе отмечают достаточно серьезное отношение к процессу присвоения степени магистра. Претендующего на соискание данной степени подвергали проверке знаний по

главным и вспомогательным предметам факультета. Кроме того, требовались исторические знания, а также знание литературы своей страны. Считалось, что если ученый не имеет вышеуказанных знаний, то как ученый он не состоятелен. В этой связи ему необходимо было изучить несколько сот книг, список которых утверждался факультетом.

7.В соответствии с «Положением об испытаниях на звание действительного студента и на ученые степени» (1884) для приобретения степени магистра необходимо было выдержать испытание по главным и вспомогательным предметам того или иного факультета.

8.Главным результатом научно-исследовательской работы соискателя степени магистра была подготовка и защита магистерской диссертации. Желающий приобрести степень магистра был обязан представить диссертацию на избранную им самим и одобренную факультетом тему. Диссертация рассматривалась по распоряжению декана всеми членами факультета, а письменный разбор делал профессор или доцент кафедры. На такое рассмотрение и разбор назначалось не более шести месяцев. Если диссертация была признана удовлетворительною, то факультет допускал кандидата к публичному защите.

9.Университетским уставом в 1884 году ученая степень кандидата наук была отменена. Это мотивировалось тем, что кандидатская диссертация по сравнению с магистерской и докторской диссертациями не отвечала требованиям серьезного научного исследования. С этого времени в России присуждались только две ученые степени — магистра и доктора наук.

10.Начиная со второй половины XIX века магистерские диссертации (как и докторские) стали печататься в «Ученых записках» и «Известиях» университетов, а также в журналах по отраслям наук.

B. 1. Социальный эксперимент, начатый в 1917 г., коснулся всех сторон жизни российского общества. Составной частью реформы высшей школы явилось постановление СНК «О некоторых изменениях в составе и устройстве государственных ученых и высших учебных заведениях Российской Республики» от 1 октября 1918 г. Этим актом упразднялись ученые степени доктора и магистра.

2.В советское время вузы были переориентированы на подготовку специалистов в прикладных областях несмотря на то, что потребность в высококвалифицированных преподавателях и исследователях постоянно росла.

3.В последние годы существования СССР вновь был поставлен вопрос о переходе на двухступенчатую систему образования. Под руководством председателя Союзного госкомитета по образованию Г.А. Ягодина были разработаны и утверждены нормативные документы, предусматривающие подготовку в отечественных вузах бакалавров и магистров, однако общая обстановка того периода не позволила приступить к ее реализации.

4.Возобновление практики подготовки магистров в вузах России можно отнести к 1992 г., когда было принято «Временное положение о многоуровневой структуре высшего образования в Российской Федерации», а в ряде вузов были открыты магистерские отделения.

5.Современная модель развития российского высшего образования включает в себя базовое высшее образование, в рамках которого реализуются программы бакалавриата и специалитета; специализированное высшее образование — программы магистратуры, резидентуры и ассистентской стажировки; а также профессиональное образование — аспирантуру, целью которой является подготовка высококвалифицированных научных и научнопедагогических кадров.
