42 Procedures and duties at drills and in emergency situations

For effective usage of the limited emergency equipment available on board, all personnel must be informed of the location of firefighting equipment and lifesaving appliances and be trained in their use. They must also be informed of the alarm signals, recognize them, and gather at the muster station in case of any type of emergency, and act accordingly type of emergency. All crew member should know his duties according to the vessel’s Muster Lists

General Alarm *******- (7*1-)

Rush to muster station with life jacket, immersion suit, and act according to the vessel’s Muster Lists.

Abandon *******- (7*1-) verbal order abandon by the master

All crew members and passengers should rush to muster station with life jacket, immersion. The Master give a verbal /order to abandon the ship and the crew enter the Lifeboat according to their number in the Muster

43 Passage planning Is a procedure to develop a complete description of a vessel’s voyage from start to finish. The plan includes leaving the dock and harbor area, approaching the destination, and mooring, the industry term for this “berth to berth”. The duty of passage usually delegated to the ship’s navigation officer, typically the second officer on merchant ships. Passage planning consist of four stages : appraisal, planning, execution, and monitoring. These stages are specified in International Maritime Organization Resolution and Guidelines For Voyage Planning. The Guidelines specify three key items to consider in the practice of voyage planning : 1. Having and using a voyage plan is “of essential importance for safety of life at sea, safety and efficiency of navigation and protection of the marine environment. 2. Voyage planning is necessary for all types of vessels on all types of voyages 3. The plan’s scope should be based on all information available, should be “berth to berth”, including when under pilotage, and the plan includes execution, monitoring of progress. 44 Statement used for insurance claims that describes the extent and value of damages to cargo. Claims usually arise between the contracting parties when one of them considers the other party to have violated some laws or regulations or infringed the conditions of some contract or agreement, which set forth their rights and protect their interests. Damage to cargo is the most frequent type of liability that confronts a ship owner. Unfortunately, cargo damage is often caused by minor mistakes. In the case of damage to a cargo on board, it is vital that all the facts are recorded and documented. An important function of the Bill of Lading (B/l) is to describe the condition and quantity of the cargo as received on board. If the cargo is discharged in a different condition, or of a lesser quantity, then that entered on the B/l, the ship owner may be held liable for the damage or shortfall.

45 On entering the port of call the ship must produce a Clearance from the last port of call. It is necessary to check the sailing directions and existing orders to ascertain port requirements. Then one of the mates or the agent takes all these documents together with some ship's papers, goes ashore and arranges with the authorities all the formalities for clearing the ship in. 46 This inspection concerns first of all the condition of the ship’s documents, certificates , navigation devices ( radars, echo-sounder, gyro-compass, automatic pilot, etc.) , pilot ladder, lights, shapes, the system of sound signals, radio and VHF installations, fire-fighting equipment and life-saving appliances (life-boats, life-rafts, life-buoys, etc.) as well. The controlling officer is liable to assess the ability of the seafarers of the ship to maintain watch keeping standards as required by the Convention. 47 Officer On Watch is responsible to ensure that the ship complies with COLREG and all orders of the master are followed with utmost safety under all conditions. While keeping a watch on the bridge he is the representative of the ship’s master and has the total responsibility of safe navigation of the ship. There are main duties of the OOW : Maintaining a proper watch along with general surveillance of the ship, monitoring and recording all activities, checking navigational equipment in use at regular interval of time, following a proper navigation plan to avoid any kind of collision according to COLREG, keep a continuous watch on GMDSS radio for any kind of distress or general signals
