1. Traffic Patrol Service worker informs standby unit of combat subdivision (agency of internal affairs) about every accident including the cases when it happens outside his post or patrolling course and then acts according to the received instructions.

While receiving a message about the accident Traffic Patrol Service worker must attentively listen to a declarant and register:

a) surname, name, address, telephone number of a declarant;

b) time, place, type and circumstances of accident;

c) information about the injured;

d) information about the first aid given to the injured;

e) what medical institutions were the injured directed to and by whom;

f) type, mark colour and state registration signs of transport means which were used for the transportation of the injured;

g) information about transport means accessorial to this accident.

2. Having arrived to the accident location where there are injured, Traffic Patrol Service worker does the following actions before the investigative task force comes:

2.1. Determines the number of the injured; evaluates their condition severity; calls the Emergency; before its arrival or if it's impossible to call Emergency gives the first aid and transports the injured to the medical institutions; finds out surnames, names, addresses, job place of the injured.

2.2. Reveals drivers and transport means which took part in accident and other persons accessorial to the accident, removes driving license from the participants of accident.

2.3. Provides the presence of above mentioned persons before investigative task force's arrival;

2.4. Reveals the witnesses of the accident and writes down the information about them.

2.5. Takes measures to save and fix material evidences, traces, property and other objects having to do with the accidents.

2.6. Reports the information about persons and witnesses accessorial to the accident to the chief of investigative task force (prosecutor, investigator, employee making inquiry), gives him the material evidences and hereafter acts according to his directions.

2.7. If necessary organizes traffic by-pass. If it's impossible he fixes the position of transport means, traces of accident and other objects having to do with the accident in the presence of 2 witnesses and participants of the accident, after that he takes measures to restart traffic.

2.8. If the driver in transport means disappeared from the accident location finds out his possible direction, make, type, state registration sign, colour and also special marks of transport means and driver.

Traffic Patrol Service worker immediately reports information received at inspection of accident location and witnesses' inquiry about disappeared transport means and driver to standby of combat subdivision or agency of internal affairs, after he acts according to their directions.

2.9. While filling out the materials of the accident with the transport means, in which there are persons using exemptions and privileges (if they don't need medical aid) Traffic Patrol Service worker offers driver to be present at filling out the materials of this accident; if a driver or someone else of the passengers doesn't want to be present at filling out the materials he writes down the necessary information about the participants of the accident and lets them go. In such cases a reason of driver's absence is noted in record and it is signed by the originator of record and two witnesses.

3. Filling out the materials about traffic rules violations, caused damage to transport means, cargoes, roads, road constructions or other property and caused only material damage is realized, by the order of standby, by Traffic Patrol Service worker independently according to established in agency of internal affairs, execution order for cases about administrative violations and other norms acting in the sphere of traffic.

4. Having arrived to the accident location with the transport means transporting dangerous cargoes or to its forced stop, Traffic Patrol Service worker must:

4.1. Controls the accuracy of the accident location marking or forced stop marking by the ways provided in item 7 of Russian Federation Traffic Rules and sub-item 5.1.11 of Rules of dangerous cargoes transportation by automobile transport

4.2. Inform standby unit of combat subdivision about the time and the place of accident, its reasons and consequences ( technical defect of transport means, defects in cargo packing, caused by its leakage), number of the injured and the sort of injuries, name of dangerous cargoes, its quantity and then acts according to standby directions.

4.3. Assists in elimination of causes and sequences of transport forced stop.

4.4. If it's impossible to find out dangerous features of transported cargoes shuts off traffic at road for the distance not less than 300 metres from accident and does not let strangers reach the accident location.

4.5. Reports the changes of the situation at accident location to standby unit of combat subdivision.
