8. Insurance

The general idea of insurance is to gain indemnity in the case of the loss of money. Insurance has become more and more significant as commerce has developed. While goods are stored, there are risks of fire and burglary. With the goods in transit the number of hazards arises. While transporting, the goods may be damaged through vibration, an accident, poor handling, change of temperature, etc. And there is always the threat of pilferage when either a small part of consignment or the total contents of trailers or containers disappear. The reason for insuring goods is evident – buyers and sellers are protected against financial loss which may arise through no fault of them.

Goods are normally insured for the full amount of their value. There may be different types of insurance coverage – insurance against fire, theft/burglary insurance, accidence insurance and a lot of others. But the usual procedure is to insure against all risks. This type of insurance involves a W.A. clause, which denotes that insurers pay claim for partial losses. The F.P.A type of insurance means that partial losses are not covered.

The principal document used in insurance is insurance policy. The policy may be known as a floating policy, when it covers a large quantity of goods for a fairly long period, usually a year, or it covers goods up to a large sum of money. For each shipment of goods another document is issued, which is called the insurance certificate.

9. Dual-channel system

The dual-channel or red/green system is a simplified Customs control which enables Customs authorities to improve the flow of passengers at international airports without reducing the effectiveness of the control. The system allows the passengers to choose between two types of channels: green channel for passengers who have no goods or goods admitted free of import duties and red channel for other passengers.

Each channel is clearly and distinctively marked and the choice between them is easily understood by passengers. The basic distinctive marking are: for the green channel the words "Nothing to declare"; for the red channel the words "Goods to declare".

In addition, the channels are identified by an inscription including the word "Customs".

Passengers must be well informed to choose between the channels. For this purpose it is important to inform them about the descriptions and quantities of goods they may have with them when using the green channel. This may be done by means of posters at the airport or by means of leaflets distributed through tourist agencies. It is also important to sign-post the route to the channels.

The channels are located beyond the baggage delivery area and passengers have all their baggage with them when choosing their channel.

The distance between the baggage delivery area and the entrance to the channel is sufficient to allow passengers to decide which channel to choose and to move into that channel without causing congestion.

Passengers who have selected the green channel are not be subject to any other Customs formalities unless they are the subject of a spot check; in the red channel, passengers accomplish the formalities required by Customs.
