The new legislation resulted in increased costs and time required for introducing new products to the market.

According to the representative of the Russian Association of Fragrances and Cosmetics, the cost of new launch

increased five-fold following introduction of the legislation. The Association estimated the average cost of new

beauty or personal care product launches (which includes preparing all required certificates), at RUB6,000 in

2009, but in 2010, after the legislation was applied, the cost had increased to RUB30,000. The law will regulate the requirements for ingredients, which will be harmonised with the provision of the EU Directive 76/768EEC on cosmetics.

Thus, St Petersburg registered stronger current value growth over the review period than Russia as a whole, with beauty and personal care sales expanding by 77%in current value terms over 2005-2010. However, in

contrast to Muscovites, most of St Petersburg’s consumers seek the right price-quality balance, while Muscovites are more often willing to pay just for a brand name.

Following the European health and wellness trend, consumers living in St Petersburg demonstrated greater

interest in herbal/traditional ingredients than their counterparts in Moscow. Deodorants with natural and

especially mineral ingredients enjoyed growing demand in deodorants, while in oral care particular interest

was demonstrated in natural/organic/herbal toothpastes. Growth in skin care was notably driven by product

innovations such as natural/organic or technologically advanced cosmeceutical facial care products.

Beauty specialist retailers continued to represent the main distribution channel in the city. Demand for

hand-made and natural ingredient-based products in St Petersburg is higher than anywhere else in the

country. Mono-brand beauty retailers such as L’Occitane and Lush further expanded their presence in St

Petersburg in 2010.

Each team should consider their home country as a pilot market for a future launch to be exported at an international level
