The Chechen Republic and geopolitics

The article discusses the relationship of religion and politics in the Chechen Republic. In particular the author highlights several religious factors affecting policy in the Chechen Republic, including religious organizations, the activity of the clergy, the historical traditions of interaction between religious institutions with the Chechen society and others.

В статье говорится о взаимосвязи религии и политики в Чеченской Республике. В частности автором выделяются несколько религиозных факторов, оказывающих воздействие на политику в Чеченской Республике, в числе которых: конфессиональные организации, деятельность духовенства, исторические традиции взаимодействия религиозных институтов с чеченским обществом и другие.

The features of the interaction of politics and religion in the conditions of Russian society are due to a number of historical and national circumstances. For centuries, there were factors aimed at strengthening, then alienating it from the socio-political life of the country. In some historical periods, there was direct government interference in the affairs of religious organizations subordinate to it last. The situation in modern Russia is also specific, when due to certain circumstances, be it an economic crisis or socio-political instability, social apathy and distrust of all power structures are spreading among many sections of the population.

In the post-conflict period of the development of the Chechen Republic, in the process, when the revival of the Islamic and ethnic customs and traditions of the people continues, the achievement of national unity, the civil formation of society, becomes fundamentally important. Moreover, this is facilitated by Islam, which is an integrating factor, Islam, which is under the heavy burden of various ill-conceived, at times discriminatory socio-political decisions and economic reforms, open violence and political pressure from the authorities. Probably, we can talk here not only about Islam, but also about other religions, but we will consider Islam. Although the Russian Constitution presupposes the separation of religion from the state, in real life it is difficult to fully realize this. In my opinion, there is even an informal moratorium on the operation of this article of the Constitution in Chechnya. Despite different purposes, goals, spheres of activity, religion and politics are invariably interlinked. Moreover, it seems to us controversial that they have different purposes - religion and politics, since the main goal, after all, is here meant to create a socio-economic formation that would meet the aspirations of people. However, at the same time, we can say that they are closely interlinked, intertwined.

The traditional forms of interweaving of politics and religion, revealed in the history of Russia, can be considered on the example of the Chechen Republic. We denote certain directions of their interaction, which can be reduced to the following. The first is the impact of religion on politics. The influence of religion on politics is invariably felt primarily in the fact that religion as a certain worldview system, including necessarily social and moral attitudes, affects the mentality of their followers, their life aspirations, social behavior, and political actions. Of course, the impact is the stronger, the deeper the faith of the adherents of this religion - in this case Islam - the more they are willing to follow its norms in everyday life. In Chechnya, where Islam is part of the culture of Chechen society, religion sometimes predetermines the political actions of the current authorities in the republic. As you know, the end of the twentieth century in Russia was marked by radical changes in the system of political and public order, modernization of the economy, ideology and culture. As K. Khanbabaev notes, the modern Russian society, including the North Caucasian society, has been in transition for the last few years, systemic and structural transformation [1, p. 35]. Economic and political changes in the country and, in connection with this, the emerging systemic crisis of Russian society led to the transformation of spiritual and religious values and ethnic community. They also reflected on the state of Islam in Russia, which since the 80's, has experienced rapid growth.

The revival of Islam in Russia, including in the Chechen Republic, was a reaction, primarily to internal socio-political changes. The very process of the revival of Russian Islam was accompanied by both positive and negative trends. The renaissance of Islam in Chechnya had the most serious consequences. Old mosques were rebuilt, new ones were being built, Islamic schools and universities were being created, religious dogma was widely studied, relevant literature was published, contacts between Muslims and foreign representatives, with foreign confreres of faith, centers of the Arab-Muslim culture expanded. In the Chechen Republic, along with this, there are religious and political parties and movements pursuing radical goals down to change the political system, the spiritual cultural identity of Russian Muslims by the forcible introduction of non-traditional religious-political and ethno-cultural values. Here, not the least role was played by the International Islamic Organization, registered both in Moscow and in other cities of the country, financially and ideologically supported the new Muslim religious and political organizations. At that time, many emissaries, who did not particularly stay in Moscow and other regions of Russia, for some reason found themselves in the Chechen Republic. In the end, the Russian-Chechen conflict, which arose at the turn of the century, turned into a crime against humanity, had not only a political background, but also an interconfessional connotation. In order to legitimize their actions, the separatists in Chechnya constantly resorted to (and now resort to) religion, thereby exacerbating inter-ethnic and inter-confessional tensions.

At the beginning of the 21st century, it was required to reverse the situation: a worldview system was to be formed in Chechen society that would argue that religion, in particular Islam, not only does not contradict the realities of the present, and moreover, contains a huge potential for the development of civil society, itself as the highest condition ensuring the integrity of the Russian Federation. In that tragic historical period, it was on such a platform that the policy of the new leader of Chechnya, Ahmad-Khadji Kadyrov, was built. The appointment of a religious figure as the head of the Chechen administration was the most successful choice of President Putin for carrying out his political actions with the aim of suppressing separatist tendencies in the region and stabilizing the socio-political situation in the country. It must be remembered that the appointment that was made in those years by Putin provoked a mixed response not only at the federal level, but also directly in the republic itself. Moreover, the then Government of the Chechen Republic - the interim government - Koshman and his representatives in the regions even initiated a letter demanding that Kadyrov not be appointed head of the administration because he was a mufti and his position in the military campaign in Chechnya was quite the opposite.

At present, religion is becoming one of the legitimate factors in the social life of the Chechen Republic. The state authorities are turning to the fundamental principles, values ​​of Islam, thereby emphasizing their confessional identity. Quite often, we can see the leadership of the republic in the mosque. Thus, it is emphasized that the authorities identify themselves and show their confessional identity. Religion not only does not contradict the realities of modernity and democracy, but also contains a huge potential for the development of civil society. Religious and political radicalism and extremism are directly related to the low level of socio-economic development manifested in the Russian society by xenophobia, part of which is dislike of Islam. It is impossible to consider xenophobia reaching a critical level. However, the dynamics of growth of Islam phobia is such that it has stably fit into the consciousness of a large part of the country's population. This is facilitated by both internal conflict in Russia, which has a tinge of inter-confessional tension, and the international situation. In Russian society, unfortunately, a stereotype arose: international terrorism is a synonym for Islamic terrorism.

For the ruling circles of many states, terrorism is becoming a convenient tool for carrying out domestic and foreign policies that are acceptable to them. Many accent attention to the fact that this is becoming almost the policy of only Western states. Such elements are also present in the policy of the Russian leadership. In this sense, the fight against terrorism is a good pretext both for creating intra-state socio-political structures and for building foreign-directed, far-aimed plans and technologies.

Second, what links religion and politics to us: among the elements of a religious complex that influences politics, a special place belongs to the confessional organization, the activities of the religious figures themselves. Depending on the characteristics of religion, in particular Islam, this impact is open and comprehensive or predominant. It is important for the Chechen Republic that spiritual leaders played and play an authoritative sociopolitical role here. Moreover, at once I will note that in the Chechen Republic there are no discussions and discussions about which Islam should function, live - this is traditional Islam. Another kind of Islam is power; politicians do not recognize and believe that only traditional Islam takes place. In addition, here we fully see how politics still presses on religion. The constitutional separation of religion from the state does not deny the close interaction between religious and secular institutions. The historical experience of the activities of government agencies confirms the readiness of the state to cooperate with religious management structures, ensuring the confessional rights of its citizens, initiating the dialogue of Islam and Orthodoxy, often subsidizing the construction of religious buildings, centers, etc. Moreover, we understand that this kind of construction, the creation of various centers is conducted not only on the donations of believers, on here in full measure take part and on other institutions.

Large, spacious mosques are being built in Chechnya (in towns and villages), they are being restored, and the graves of the Chechen righteous and saints are brought to the proper view, as well as places related to their lives. In Grozny, the Russian Islamic University is functioning. Kunta-Haji. About four hundred students study there, after graduating from the university they will receive the specialty Imam-Khatyb - teacher of Arabic and Shariah sciences - and a diploma of higher education. The creation of this university also faced opposition from the authorities. But here politics has played its role - and this kind of university has appeared, moreover, with the opening of this university, Putin himself congratulated. Taking into account the proper religious education of the youth, three schools have been built in the republic, where young students, in addition to the school curriculum, will learn by heart the suras of the Koran. Each school is designed for 100 students from ten to thirteen years; the duration of study is three years.

Annually, the International Peace Forum "Islam is the religion of peace and creation" is held in the Chechen Republic. It is attended by authoritative Islamic religious figures from various countries, public figures, politicians, representatives of other world confessions. The purpose of the forum is to intensify the activities of the Muslims of Russia to counter religious and political extremism and terrorism, to support the efforts of government bodies and public organizations in carrying out a policy of tolerance and respect among the peoples of multiethnic Russia. In the center of Grozny is the mosque "Heart of Chechnya", which is an authentic decoration and a visiting card of the Chechen Republic. During the construction of the mosque, the latest technologies were used. I will not dwell on in detail how and how this construction was carried out. One can only say that the mosque, which houses more than 10 thousand parishioners, is one of the largest in Europe.

In the speeches of religious leaders and representatives of the spiritual management of Muslims in the Chechen Republic, much attention is paid to the theoretical justification for peacekeeping activities, condemnation of political violence, adherence to a peaceful way of resolving disputes, caring for a fair peace and prosperity for all conflict-affected people, regardless of their nationality and religion. The socio-political activity of representatives of regional institutions and state institutions of power is associated with the preservation of ethnic self-awareness, traditions and values ​​of Chechen society.

Third: the interaction of politics and religion is achieved by using religion in their own interests by politicians of various orientations, primarily those in power. Various means are used. This is the provision of material privileges, some pressure from the authorities, and an appeal to the common interests. These funds are fully used in modern Chechnya. This form of interlacing politics and religion has a long tradition in Russia; followed, of course, to her and modern politicians. The initiator and active conductor of work on the relationship between spiritual management and the government of the Chechen Republic is the head of Chechnya himself.

The fourth point that we would like to highlight in the issue of the interrelationship between religion and politics is that the religious factor is present in politics and in those cases where, by virtue of the specific circumstances, the believers themselves, the participants in mass movements turn to religion to determine their own actions, for the ideological justification of their interests, hopes and aspirations. It is through religion that protest moods are often expressed in recent times. In modern Russia, the treatment of significant sections of the population towards religion is due, among other reasons, to distrust of the policies pursued by the authorities, statements by political leaders.

Thus, many threads invariably link politics and religion, although, in principle, they are called by various means to contribute to the personal and public good of people. Underestimation of the religious component of their policies by the authorities, as well as the politicization of religion, lead to the virtual curtailment of meaningful systematic and purposeful work on religious and religious education and enlightenment of the people.

Особенности взаимодействия политики и религии в условиях российского общества обусловлены рядом исторических и национальных обстоятельств. На протяжении веков действовали факторы, направленные то на усиление, то на ее отчуждение от общественно-политической жизни страны. В отдельный исторический период наблюдалось прямое вмешательство государства в дела религиозных организаций, подчинение ему последних. Специфична и ситуация в современной России, когда в силу определенных обстоятельств, будь то экономический кризис или общественно-политическая нестабильность, среди многих слоев населения получают распространение социальная апатия и недоверие ко всем властным структурам.

В постконфликтный период развития Чеченской Республики, в процессе, когда продолжается возрождение исламских и этнических обычаев и традиций народа, принципиально важным становится достижение национального единства, гражданского становления общества. И этому способствует ислам, который является интегрирующим фактором, ислам, который испытывает на себе тяжелое бремя различных непродуманных, порой дискриминационных социально-политических решений и экономических реформ, открытое насилие и политическое давление власти. Наверное, здесь можно говорить не только об исламе, но и о других религиях, но мы будем рассматривать именно ислам. Хотя Конституция России предполагает отделение религии от государства, в реальной жизни трудно это в полной мере реализовать. На мой взгляд, в Чечне существует даже негласный мораторий на действие этой статьи Конституции. Несмотря на разные предназначения, цели, сферы деятельности, религия и политика неизменно взаимоувязаны. Более того, нам кажется спорным, что у них разное предназначение - у религии и у политики, т. к. все же основная цель, в конце концов, здесь имеется в виду -создание такой общественно-экономической формации, которая отвечала бы чаяниям людей. Но вместе с тем мы можем говорить о том, что они тесно взаимоувязаны, переплетены.

Традиционные формы переплетения политики и религии, выявившиеся в истории России, можно рассмотреть на примере Чеченской Республики. Обозначим некоторые направления их взаимодействия, которые можно свести к следующим. Первое - воздействие религии на политику. Воздействие религии на политику неизменно ощущается прежде всего в том, что религия как определенная мировоззренческая система, включающая обязательно общественно-нравственные установки, влияет на умонастроения своих последователей, их жизненные устремления, социальное поведение, политические действия. Разумеется, воздействие это тем сильнее, чем глубже вера приверженцев данной религии - в данном случае ислама, - чем больше их готовность следовать ее нормам в повседневной жизни. В Чечне, где ислам является частью культуры чеченского общества, религия порой предопределяет политические действия нынешних властей в республике. Как известно, конец ХХ века в России был отмечен радикальными преобразованиями в системе политико-государственного устройства, модернизационным изменением в экономике, идеологии и культуре. Как отмечает К. Ханбабаев современное российское, в т. ч. и северокавказское, общество на протяжении последних лет находится в состоянии перехода, системной и структурной трансформации [1, с. 35]. Экономические и политические преобразования в стране и в связи с этим возникший системный кризис российского общества привели к трансформации духовных и религиозных ценностей и этнической общности. Отразились они и на состоянии ислама в России, который начиная с 80-х годов, претерпевал бурный подъем.

Возрождение ислама в России, в т. ч. в Чеченской Республике, представляло собой реакцию прежде всего на внутренние социально-политические изменения. Сам процесс возрождения российского ислама сопровождался как позитивными, так и негативными тенденциями. Ренессанс ислама в Чечне имел самые тяжелые последствия. Восстанавливались старые мечети, строились новые, создавались исламские школы и вузы, широко изучалась религиозная догматика, издавалась соответствующая литература, расширялись контакты мусульман с зарубежными представителями, с зарубежными собратьями по вере, центрами арабо-мусульманской культуры. В Чеченской Республике наряду с этим возникали религиозно-политические партии и движения, преследовавшие радикальные цели вплоть до изменения политической системы, духовнокультурной идентичности российских мусульман путем насильственного внедрения нетрадиционных религиозно-политических и этнокультурных ценностей. Здесь не последнюю роль играли Международная исламская организация, зарегистрированная как в Москве, так и в других городах страны, финансово и идеологически поддерживавшая новые мусульманские религиозно-политические организации. В тот период многие эмиссары, которые особо не задерживались в Москве и в других регионах России, почему-то оказывались в Чеченской Республике. В конце концов, возникший на рубеже веков российско-чеченский конфликт, переросший в преступление против человечности, имел не только политическую подоплеку, но и межконфессиональный оттенок. Сепаратисты в Чечне в целях легитимизации своих действий постоянно прибегали - и сейчас прибегают - к религии, усугубляя тем самым межнациональную и межконфессиональную напряженность.

В начале XXI века требовалось переломить ситуацию: в чеченском обществе должна была сформироваться мировоззренческая система, которая утверждала бы, что религия, в частности ислам, не только не противоречит реалиям современности, а более того, содержит в себе огромный потенциал для развития гражданского общества, демонстрирует себя как высшее условие, обеспечивающее целостность Российской Федерации. В тот трагический исторический период именно на такой платформе и была выстроена политика нового лидера Чечни Ахмад-Хаджи Кадырова. Назначение религиозного деятеля главой администрации Чеченской Республики было самым удачным выбором Президента России Путина для осуществления своих политических действий с целью пресечения сепаратистских тенденций в регионе и стабилизации общественнополитической обстановки в стране. Надо вспомнить все же, что назначение, которое было сделано в те годы Путиным, вызвало неоднозначную реакцию не только на федеральном уровне, но и непосредственно в самой республике. Более того, возглавлявший тогда Правительство Чеченской Республики - временное правительство - Кошман и его представители в районах даже инициировали некое письмо с требованием, чтобы Кадыров не был назначен главой администрации ввиду того, что он был муфтием, и его позиция в военной кампании в Чечне была совсем противоположной.

В настоящее время религия становится одним из легитимных факторов общественной жизни Чеченской Республики. К основополагающим принципам, ценностям ислама обращается государственная власть, тем самым подчеркивая свою конфессиональную идентичность. Достаточно часто мы можем видеть руководство республики в мечети. Тем самым как бы подчеркивается, что власть идентифицирует себя и показывает свою конфессиональную идентичность. Религия не только не противоречит реалиям современности и демократии, но и содержит в себе огромный потенциал для развития гражданских основ общества. Религиозно-политический радикализм и экстремизм напрямую связаны с низким уровнем социально-экономического развития, проявляющейся в российском обществе ксенофобией, частью которой является неприязнь к исламу. Нельзя считать ксенофобию достигшей критического уровня. Однако динамика роста исламофобии такова, что она устойчиво вписалась в сознание значительной части населения страны. Этому способствует как внутренний конфликт в России, имеющий оттенок межконфессиональной напряженности, так и международная обстановка. В российском обществе, к большому сожалению, сложился стереотип: международный терроризм - синоним исламского терроризма.

Для правящих кругов многих государств терроризм становится удобным инструментом проведения угодной им внутренней и внешней политики. Многие акцентируют внимание на том, что это становится чуть ли не политикой только западных государств. Такого рода элементы присутствуют и в политике российского руководства. В этом смысле борьба против терроризма - удачный предлог как для создания внутригосударственных социально-политических конструкций, так и для выстраивания внешнеполитических далеко нацеленных планов и технологий.

Второе, что у нас связывает религию и политику: среди элементов религиозного комплекса, оказывающего воздействие на политику, особое место принадлежит конфессиональной организации, деятельности самих религиозных деятелей. В зависимости от особенностей религии, в частности ислама, это воздействие бывает открытым и всеобъемлющим или преобладающим. Для Чеченской Республики важным является то, что духовные лидеры играли и играют здесь довольно авторитетную общественнополитическую роль. И сразу отмечу, что в Чеченской Республике нет каких-либо обсуждений и дискуссий насчет того, какой ислам должен функционировать, жить, - это традиционный ислам. Другого рода ислам власть, политики не признают и считают, что только традиционный ислам имеет место. И здесь в полной мере мы видим, как политика все же давит на религию. Конституционное отделение религии от государства не отрицает тесного взаимодействия между религиозными и светскими институтами. Исторический опыт деятельности правительственных учреждений подтверждает готовность государства сотрудничать с религиозными управленческими структурами, обеспечивая конфессиональные права своих граждан, инициируя диалог ислама и православия, нередко субсидируя строительство культовых зданий, центров и т. д. И нам понятно, что такого рода строительство, создание различных центров ведется не только на пожертвования верующих, здесь в полной мере принимают участие и другие институты.

В Чечне (в городах и селах) строятся большие, просторные мечети, восстанавливаются, приводятся в должный вид могилы чеченских праведников и святых, а также места, связанные с их жизнью. В Грозном функционирует Российский исламский университет им. Кунта-Хаджи. В нем учатся около четырехсот студентов, которые после окончания университета получат специальность имам-хатыб - преподаватель арабского языка и шариатских наук - и диплом о высшем образовании. Создание этого университета тоже сталкивалось с противодействием со стороны власти. Но здесь политика как раз сыграла свою роль - и такого рода вуз появился, более того, с открытием этого университета поздравлял сам Путин. С учетом должного религиозного воспитания молодежи в республике построены три школы, где юные учащиеся, помимо школьной программы, будут заучивать наизусть суры Корана. Каждая школа рассчитана на 100 учеников от десяти до тринадцати лет, срок обучения составляет три года.

Ежегодно в Чеченской Республике проходит Международный миротворческий форум «Ислам - религия мира и созидания», в котором принимают участие авторитетные исламские религиозные деятели из различных стран, общественные деятели, политики, представители других мировых конфессий. Цель форума заключается в активизации деятельности мусульман России по противодействию религиозно-политическому экстремизму и терроризму, поддержанию усилий органов государственной власти и общественных организаций в проведении политики толерантности и уважения среди народов многонациональной России. В центре Грозного стоит мечеть «Сердце Чечни», являющаяся подлинным украшением и визитной карточкой Чеченской Республики. При строительстве мечети были использованы новейшие технологии. Я не буду останавливаться подробно, как и каким образом осуществлялось это строительство. Можно лишь констатировать, что мечеть, которая вмещает более 10 тысяч прихожан, является одной из крупнейших в Европе.

В выступлениях религиозных деятелей, представителей духовного управления мусульман в Чеченской Республике значительное внимание уделяется теоретическому обоснованию миротворческой деятельности, осуждению политического насилия, приверженности мирному способу разрешения споров, заботе о справедливом мире и благоденствии для всех страдающих от конфликтов людей вне зависимости от их национальности и вероисповедания. Общественно-политическая деятельность представителей региональных институтов и государственных институтов власти связана с сохранением этнического самосознания, традиций и ценностей чеченского общества.

Третье: взаимодействие политики и религии осуществляется путем использования религии в своих интересах политическими деятелями различных ориентаций, в первую очередь - стоящими у власти. При этом применяются различные средства. Это предоставление материальных привилегий, определенное давление со стороны власть имущих, апелляция к общим интересам. Эти средства в полной мере используются в современной Чечне. Такая форма переплетения политики и религии имеет в России давнюю традицию; следуют, конечно, ей и современные политики. Инициатором и активным проводником работы по взаимосвязи духовного управления и правительства Чеченской Республики выступает сам глава Чечни.

Четвертый момент, который хотелось бы выделить в вопросе о взаимосвязях религии и политики, - это то, что религиозный фактор присутствует в политике и в тех случаях, когда в силу конкретных обстоятельств сами верующие, участники массовых движений обращаются к религии для определения своих собственных действий, для идеологического обоснования своих интересов, надежд и чаяний. Именно через религию в последнее время часто выражаются протестные настроения. В современной России обращение значительных слоев населения к религии обусловлено среди прочих причин недоверием к проводимой властями политике, заявлениям государственных деятелей.

Таким образом, политика и религия неизменно связаны между собой многими нитями, хотя, в принципе, призваны разными средствами способствовать личному и общественному благу людей. Недооценка властью религиозной составляющей своей политики, как и политизация религии, приводят к фактическому свертыванию осмысленной систематической и целенаправленной работы по религиозному и религиоведческому образованию и просвещению народа.

RUSSIA'S GEOSTRATEGY: INTERNAL AND EXTERNAL PRIORITIES

The department of regional geology presents the work and political science of the Mordovian State University named after. N.P. Ogareva. The scientific adviser is Doctor of Political Sciences, Professor D.V. Dolenko

The article contains the classification of contemporary geostrategic priorities of Russia. These priorities are subdivided into domestic and foreign ones. The foreign priorities have two varieties: global and regional ones. The author insists on using the integrated systematic method in definition of geostrategic priorities.

В статье приводится классификация современных геостратегических приоритетов России. Выделены основные внутренние и внешние приоритеты. Последние подразделены на глобальные и региональные. В работе подчеркивается необходимость разработки такого подхода к формулированию геостратегических приоритетов, который учитывал бы их комплексный, системный характер.

There is no doubt that the process and results of Russia's modernization will largely depend on the choice of priorities that are adequate to the geopolitical situation of the country.

A characteristic feature of modern research is that in the last quarter of the 20th century, in the field of geopolitics and geostrategic, along with interstate relations, some scholars are beginning to include issues related to solving local, sometimes even intra-state problems.

Based on these trends, the geostrategic priorities of modern Russia can be considered in two dimensions: domestic and foreign policy. At the same time, one must not forget that both components of geopolitics are closely related to each other and often one of them can exert a decisive influence on the other.

Traditionally, the advantage was given to the external component, but lately the role of internal political factors is growing. Outlining the essence of his policy in the message to the Federal Assembly in 2000, the President of the Russian Federation V. Putin emphasized that "only a strong, effective, democratic state is able to protect civil, political, economic freedoms, can create conditions for a people's prosperous life and for the prosperity of our Motherland ". 1

The internal political component of Russia's modern geostrategic is of paramount importance, since it is from here that the main threats to its national security emanate. There are problems from which the country's position in the world depends.

Today it is already obvious that the tendency to strengthen political stability in Russia allows Russian diplomacy to more confidently implement the foreign policy course of the state, build it in the long run..

Recognizing the huge role of the internal geostrategic, in no case cans one yield to another extreme: to belittle the importance of the foreign policy component and to deny its impact on solving problems within the state.

There is no doubt that the success of the implementation of various national programs (including economic ones) largely depends on the international position of the state, its activity on the world stage. In modern conditions, the country's autarky in any area is disastrous, and the degree of integration into the system of international organizations often acts as a decisive factor in determining the prospects for development.

In addition, it is necessary to realize that external threats to the state's security are now largely determined by internal threats: this is primarily due to such recent problems as the increase in the activity of international terrorism, the expansion of the scale of organized crime, the illegal circulation of arms and drugs.

In the internal geopolitics of the Russian Federation, a lot of elements can be identified, but at present the component associated with ensuring territorial integrity and strengthening the unity of the country dominates.

In the early 1990s, active separatist aspirations in a number of regions put the newly emerged country on the verge of collapse. A number of reasons, the most important of which was the weakness of the central government, caused the current situation. In addition, the danger of the emergence of secession processes was laid already in the most asymmetric construction of the Russian Federation.

In 20 regions of Russia, there were demands for the creation of new sovereign republics on the part of the ethnic groups that were deprived of statehood. The most acute situation has developed in the North Caucasus.
