Requirements for the placement and securing of cargo in wagons and containers General Provisions

1. The technical terms of placement and securing cargo in wagons and containers establish the procedure and conditions for placing and securing cargo in the universal four-cars and in containers in rail transport on the railway tracks at speeds up to 100 km / h.

2. Placing and fastening of goods shall be in accordance with local technical terms of placement and fastening of goods or on the layout.

3 In the presence of special requirements for certain goods, it must be guided by special provisions.

4. Development and experimental test methods for stowing and securing of dangerous goods must take into account the requirements. In this experimental test methods for stowing and securing of dangerous goods must be carried out on mock-ups or full-scale samples with a safe substitutes.

5. Placing and fastening of goods which by their weight or dimensions do not meet the requirements should be in accordance with the Regulations on the transport of oversized and heavy cargo on the railways.

6. Placing and fastening of the new cranes to move the railway transported from the production plants is carried out in accordance with the instructions on the preparation of cranes in the train, approved by the manufacturer of such cranes.

7. Placing and fastening of goods coming from the railway administrations of other states must comply with the railways requirements, unless otherwise stipulated by international agreements.

Preparation of wagons, containers for loading

1. Before loading floor of the car, shims, spacers, thrust and spacer bars, as well as the cargo surface in contact with strapping and stretch marks should be further purified by the sender of snow, ice and mud. In winter, the shipper must strew the floor of the car and the surface of the with a thin layer (1-2 mm) of pure dry sand.

8. Preparation of containers for loading shall be in accordance with the requirements.
