              Scope of application

 

Classifier of Emergency Situations (CES) is used to collect administrative data and organization of interaction of authorities of central executive agencies, organizations, enterprises while solving issues related to emergency situations (ES).

Classifier can be used for machine processing of statistical information in automated systems and ensure information interoperability of problems of different levels of control.

Terms and definitions .Characteristics of classified objects

 

Emergency situation (ES) - violation of normal life and activity of people in a specific area or object in or on water bodies caused by accident, disaster, natural disaster or other dangerous events, including epidemics, epizootics, epiphytotics, fire, leading (can lead) to a large number of victims, the threat to life and health of people, their death, significant material losses, as well as to the impossibility of living of the population on the territory or facility of there business.

To the classifications subject ES (identified and possible), as well as those that may occur at the facility in various sectors of the national economy or in a specific area of Ukraine.

Classification sign of ES - technical or other characteristic of events that define its established procedure and which allows include the event to emergency situation.

Emergency situation are classified according to the nature of the origin, the degree distribution, the size of human losses and material damage.

Depending on the nature of the origin of events that can lead to emergency situations on the territory of Ukraine, define the following types of emergencies:

-        man-made emergencies;

-        natural character;

-        social nature;

-        military nature.

Emergency situation of industrial origin (code 10000) - disruption of normal living conditions and human activities in a specific area or object in or on water facility due to transport accident (disaster), fire, explosion, accidents with ejection (the threat of ejection) of hazardous chemical, radioactive and biohazard substances, sudden destruction facilities; accident in electric power systems, life support systems, telecommunications, waste water treatment facilities, oil and gas systems in the industrial complex hydrodynamic accidents etc..

Emergency situation natural character (code 20000) - violation of normal life and activity of people in a specific area or object in or on the water facility associated with unsafe geophysical, geological, meteorological and hydrological events, degradation of soil or subsoil , fire in natural ecological systems, change of air, infectious disease and poisoning people, infectious disease of domestic animals, massive loss of wildlife lesion of crops diseases and pests, etc..

Emergency of social character (code 30000) - violation of normal life and activity of people in a specific area or object in or on water facility caused by illegal actions of terrorist and anti-constitutional orientation, or connected with the disappearance (kidnapping) weapons and hazardous substances accidents with people more.

Emergency situation of military nature (code 40000) - violation of normal life and activity of people in a specific area or object in or on water, caused by the use of conventional weapons or weapons of mass destruction, during which there are secondary factors lesion population of determining it in separate regulations.In this classifier ES of military character is not presented in detail, but only indicated at the highest level of detail with code 40000.

Depending on the volume caused by emergency consequences, number of affected and dead, volumes of the technical and financial resources needed to eliminate its effects, determine such levels of emergencies: national, regional, local; object.
