1.1.3 Summary of the Law of Ukraine "On protection of population and territories from emergency situations of technogenic and natural character"

 

Law of Ukraine "On protection of population and territories from emergency situations of technogenic and natural character" аdopted by Parliament on August 6,2000. № 1809-III. (As amended by the Law № 1419-IV (141915) from February 3, 2004, ВВР, 2004, № 19, st.259).

In this Law were used the following concepts:

protection of population and territories from emergency situations of technogenic and natural character - a system of organizational, technical, biomedical, financial, economic and other measures to prevent and respond to emergencies of man-made and natural disasters and mitigation being implemented by the central and local executive authorities, local self-government, and by means of enterprises, institutions and organizations regardless of ownership and management, voluntary formations, aimed at protecting the population and territories, as well as material and cultural values ​​and the environment;

prevention of emergency situations of technogenic and natural disasters - preparation and implementation of complex legal, social, economic, political, organizational, technical, sanitary and other measures aimed at regulating man-made and natural security, assessing risk levels, early response to the threat of emergency man-made and natural disasters based on monitoring data, expertise, research and forecasts on the possible course of events in order to prevent them from escalating into an emergency man-made and natural disasters or mitigate its possible consequences;

emergency response man-made and natural disasters - a set of measures that include search and rescue and other emergency work carried out in emergency situations of technogenic and natural character and aimed at the termination of the hazards, save lives and health of people, as well as the location of zones of anthropogenic and natural origin;

responding to emergency situations of technogenic and natural disasters - coordinated action of subdivisions unified state system for implementing plans localization and liquidation of the accident (crash), specified in a specific type and level of emergency man-made and natural disasters, to provide emergency assistance to victims, eliminate threats to life and health and rescue if necessary.
