Despite the fact that a number of the problems of building warning systems today have been solved in the world, in Ukraine, the introduction of modern warning systems, for early detection of emergencies hampered by a number of economic and other components, as well as technical, practical and scholarly literature on the organization of warning systems and recovery relevant legislation.
