Availability and keeping in constant readiness alert systems and emergency communications

 

According to the Regulations on the organization tai alert emergency communications approved by the Cabinet of Ministers of Ukraine dated February 15, 1999 № 192 warning system organized according to the structure of the state management, nature and extent of emergency and the presence and location of forces that may be involved in emergency response.It consists of national, regional, special, local and objective systems of alert - circular call systems (CCS).

Potentially dangerous objects equipped with automated systems of early detection and notification of working personnel and the public, should they arise.

Complex of systems of threat detection of emergencies and alerts about them consists of:

system for early detection of emergencies;

warning system management staff and working staff of potentially hazardous objects of threat or emergency situations;

warning system responsible officials of territorial bodies for emergency situations, bodies of executive power;

posts of centralized monitoring;

posts of centralized supervision;

remote control of alert system ;

warning system population residing or located in areas predicted defeat dangerous factors potentially dangerous objects.

In central notification systems can be used apparatura and hardware notification civil protection, channels and means of communication, broadcasting and television network (channel sound support) of central and local executive bodies, enterprises, institutions and organizations and networks, which are included to a single national communication system (SNCS).

Public notification is carried out remotely using elektrosyren, networks, radio frequency bands and all types of modulation and television.

Text of the appeal to the population must be transferred in the state language and the language used by the majority population.

Alerts organized by the appropriate authority of CP & ES according to the scheme, approved by the head of of Civil Protection of appropriate level (Fig. 1.1.).

Each area provides transmission of management signals (commands) using automated equipment of centralized notification

P-162-I-P-160 (P-164), by telephone and telegraph channels, direct line of communication, radio HF through mobile operators and transmission of urgency telegrams "Arrow".

From Control Point of CP Head of region (city and countryside) communicating signals (messages) performed by operator on duty according with order of the head of the CP in region:

1) Members of the Regional Commission on TES and ES - via telephone network through multi-channel hardware alerts, mobile operators and urgent telegram "Arrow";

2) Heads of CP in districts (cities of regional importance) using hardware automated centralized notification P-162-I-P-160n (P-164) centralized or selectively through person on duty of regional departments of Internal Affairs of Ukraine in the area, as well as using:

- Telephone and telegraph channels PAT (JSC) "Ukrtelecom", mobile operators;

      - Circular call systems (CCS);

      Radio-HF (optional);

      -Telegram urgency "Arrow" via telecommunications enterprise JSC "Ukrtelecom" and affiliated special communication JSC "Ukrtelecom";   

3) Heads of regional specialized services of CP, heads of institutions, organizations and potentially dangerous objects via telephone connection, transmission of SMS messages through mobile operators, direct lines of communication and through multi-alarm equipment;

4) Population - electric-siren voice acting of areas and information through means of wire and radio broadcasting, located on the grounds of enterprises JSC (JSC) "Ukrtelecom", by means of FM radio and VHF-FM range of regional radio- & tele- transfer  center (RRTTC), through TV channel of Regional State TV and Radio Company (RSTRC ) and private TRC..
