2 Первым, кто применил репутационную технику для выявления состава правящей элиты, США оказался тот же Ф. Хантер. Он начал с выделения 1093 национальных ассоциаций, из которых эксперты отобрали 106 наиболее влиятельных. Далее в определенной последовательности опрашивались лидеры этих ассоциаций, окружные секретари всех крупных городов, названные ими репутационные лидеры. Кроме этого были проведены углубленные исследования процесса формирования политики в двух южных штатах, несколько исследований власти в городских общностях, исследование развития городского строительства и др. (Hunter, 1959).

3 Он выделил три типа лидеров: "видимые лидеры" (их роль хорошо видна и известна в общности), "скрытые лидеры" (они обладают наибольшим влиянием среди элиты) и "символические лидеры" (имеют высокую репутацию, но меньшее влияние по сравнению с двумя предыдущими категориями лидеров) (Bonjean, 1963).

5 На наш взгляд, это не является проблемой, поскольку сама фиксация власти как потенциала возможна, прежде всего, на основе изучения предыдущей практики осуществления власти. Хотя в политической реальности действительно нередки ситуации, когда осуществление власти в настоящее время не гарантирует осуществления власти в будущем в силу изменения соотношения ресурсов субъекта и объекта или условий их взаимодействия.

7 На этапе составления списка акторов и организаций, между которыми будут выявляться связи и отношения и используются три рассмотренных нами метода.
