However, there exists a fear that the required intake of water cannot • be obtained because of a sharp drop in the water level of the reservoir, the failure of an automatic operating device, operation delays, erroneous operations, foreign matter lodged in the gate, etc. which lead to a rapid decrease in the water level inside the tower and result in placing the structure in a dangerous situation.
Either a safety device which monitors the water level inside and outside the tower and gives a warning if it exceeds the design value and then stops the water intake, or a guard gate which operates automatically by hydraulic pressure should be provided.
Without such equipment, a design should 6e made for the total waterhead. In this case, the allowable stress can be increased by 50%. In addition, the safety factor against critical buckling pressure by the total waterhead should be more than 1.0 for a cylinder.
