RECLAMATION FEATURES OF LAND DESTURBED DURING CONSTRUCTION OF CABLE LINES

Analyzes of the conditions of formation of nonagricultural land uses in Permskii Krai on the example of the construction of the Perm-Syktyvkar fiber-optic communication line in the area Solikamsk Krasnovishersk has been conducted in the article. The area, the land composition the value of land provided for the period of construction of cable communication lines have been determined. Based on a detailed analysis of the specific construction technology of fiber-optic communication line, technical stage conditions of disturbed land revegetation have been defined. Reclamation features of land disturbed during construction of communication lines in the northern areas of the region have been grounded: considerable length of the restored land; the low proportion of agricultural land in the general area of disturbed lands; short-term assignation of land for the construction period; priority forestry land reclamation; coincidence of technical land reclamation dates with the terms of the completion of the construction; unreasonableness of additional activities to biological reclamation of disturbed lands; imposing restrictions on the use of the recovered land.

ADDRESSING SOCIAL DEVELOPMENT IN LAND AND ECONOMIC

ORGANIZATION OF RURAL SETTLEMENTS

Importance of integrated solutions under current conditions of the social development of rural areas in the process of land and economic organization has been grounded in the article. The conditions for the solutions to social development in the process of landeconomic structure on data of Karagai, Karagai district of the Permskii krai have been determined. The methodical sequence of forward-looking activities in the field of social development of rural communities has been proposed. The author substantiates authoring solution to the issues: the establishment of a promising rural population, placing greenery in a rural community, the organization of public recreation of the rural population, placing priority arrays empowering rural land plots for subsistence farming, the organization of agricultural land use, analysis and improvement of the condition of the road network. Directions of the of the proposed activities impact have been stated.

FORMATION PROBLEMS OF LAND MANAGEMENT AT

AGRICULTURAL ENTERPRISES

The need to improve the size of farms and land use has been highlighted under modern market conditions. The author conducted a questionnaire survey of owners of land (land shares) on agricultural lands on matters relating to the disposal prospects of land ownership. The variants of the formation of land-use agricultural enterprises have been considered.

FEATURES OF FOREST AND AGRICULTURAL LAND MATTERS

Features of land matters in forestry and agriculture have been considered. The causes of difficulty in estimating forest lands and revenue potential in forestry compared with agriculture have been discovered. Forestry fund value is firstly determined by reserve timber and only slightly by the value of forest land. The quality of both components of forest plantations - stand and ground (soil) - is estimated by bonitets of timber stand and soil.

WAYS TO IMPROVE THE EFFICIENCY OF AGRICULTURAL ENTERPRISES IN THE REGION

The results of economic activities of agricultural producers of Permskii krai have been analyzed. The main problems affecting the efficiency of agricultural enterprises in the region have been discovered. The authors grounded a set of activities including government support for agriculture in the region, increasing the investment attractiveness of agricultural production areas, conservation and sustainable use of agricultural land, restoration and improvement of soil fertility, involvement of unused agricultural land, improving the technology of agricultural production, improving animal productivity, ensuring social and material conditions of work and life of rural workers, the organization of the guaranteed sale of agricultural products, the formation of an effective owner .

METODOLOGY BASES FOR IMPROVEMENT OF NUMBER AND SIZE OF

RURAL SETTLEMENTS

The article shows the content of the formation phase of settlements and territories to improve their number and size, which is the main link in the reform of the territorial organization of local self-government, the results of which should be reflected in urban planning and land use planning documents. The proposed methodology is determined by the interaction of administrative and economic areas, the type of community is set, huge attention is paid to the formation of the land use system of agricultural enterprises. The composition and size of land settlements are established on the basis of the existing industrial character of land use and future development of the territorial entities. Improving the number and size of settlements also amends streamlining border areas of existing settlements. Decisions made at this stage are to be shown on the map ( the scheme) of preliminary territorial management of a municipal area.

In the article the topical tasks of on-farm land management of agricultural enterprises have been considered in the article; contemporary issues of land use for agricultural purposes have been formulated; the basic goal of the modern on-farm land management has been pointed; the problem of rational use of agricultural land; the potential effectiveness of all types of conducted land management activities on farms have been analyzed.

OPTIMIZATION OF LAND USE

BASED ON ENVIRONMENTAL LANDSCAPE MODELING

The paper presents results of research related to the classification of the suitability of land for use in agriculture by means of the ordinal scaling. Optimization of land use of the administrative area is offered on the basis of comparison of the three models with different ratios of land type. Environmental and economic efficiency of the developed models have been determined.

LAND RESOURCES USE FORECASTING EFFICIENCY

IN AN ADMINISTARTIVE DISTRICT

The article shows the necessity and effectiveness of land use forecasting development in an administrative area and making land management schemes of an administrative district as a basis for further use in the manufacture of inter-farm and intra-farm land planning projects. The issues of intersectoral land redistribution, land management through a variety of methods of forecasting have been addressed. Prospective population of an area has been determined. Environmental protection measures have been planned. Calculations of determining the economic efficiency of the measures have been given.

This article analyzes the use of agricultural land in the context of individual rural settlements of Permskii krai; the problems of their use have been indicated. The necessity of the "Project for the subdivision of agricultural land in the municipality (rural, urban settlements)" has been states. Results of development of surveying project on rural settlements have been given. The substantiation of these activities has been grounded.

With the development of market relations and the increasing demand for land for private farming, the issues of rational and efficient use of land, the order of their formation and registration are topical. The questions and problems of efficiency of use of the land allocated in the 90s to civilian property in rural areas for private farms have been considered in the article.

IN ORDER TO DETERMINE THE MAIN DIRECTIONS

OF ANTHROPOGENIC DISTURBED LANDS RECLAMATION

The problems of anthropogenic reclamation of disturbed lands have been considered in the article. Large-scale study on zoning of anthropogenic disturbed lands in order to determine the direction for the targeted land reclamation works has been conducted. Landscaped area and the province were taken as major taxonomic units when zoning the land fund of the republic.
