The legislative base for issuing the laws should be made more transparent and understandable. Also, when making the decision about accepting or declining certain law or legislative act, government should first evaluate the consequences of this law on existing and emerging businesses in the industry, in particular- in textile industry. Laws should be fair and not be lobbying someone’s interests, but at the same time they should not turn fair business’s revenue into costs by unreasoned and harsh change in law. Also, the problem with inconsistent law application should be solved by logical and gradual implementation. Businesses and entrepreneurs, as well as farmers, should be given opportunities to see in advance what impact the new law is going to have on their businesses and take action if needed. And of course, since the development of economy is crucial for Kazakhstan as for developing country and successful business prosperity is one of the most important factors for it; law enforcement agencies must adopt business-like approach.
7) Increase quality of education and provide necessary trainings
Government’s special subject of attention should be the bringing up future and present generations of skilled and qualified personnel. The first step here is to increase the quality of existing education and to help to establish new institutes with even higher level of education. Students have to be attracted to industrial (in particular- textile) professions by high quality education, high salaries and other social necessities. It should also be reassured that system, ways and technologies of education are consistent with current market and industry conditions. Also, additional efforts by the government should be made to confirm students’ future successful employment and professional growth.
