      1. Intelligent Electronic Devices (ied)

Supplied IED hardware must meet the following requirements:

  • be based on the up-to-date microprocessors controllers of increased reliability and stability to electromagnetic hindrances according to IEC 61850-3, IEEE 1613 Class 1 and/or Class 2, IEC 61000-6 and in compliance with the internationally accepted industrial standards; with extensive system of commands that allow the real-time effecting of envisaged algorithms for process control and monitoring;

  • efficiently handle internal and external events and exchange of information and commands to other elements of the system;

  • bay controllers and protection terminals shall maintain the replace of components by the instrumentality of spare parts with equipment minimal downtime;

  • have a modular structure that allows for, by means of changing the number and combination of modules, request a device of various data capacity (productivity, memory capacity, the number of data input-output channels etc.) as well as to change controller characteristics in the course of operation;

  • have the required speed capability for recording time of arrival (change) of digital signals (potential) with error as to the SHS system time of not greater than 1 ms.;

  • ensure direct connection to the secondary circuit of measuring current and voltage transformers;

  • have analogue inputs for direct connection of current transformers and voltage transformers 50 Hz frequency from the standard range of denominations;

  • have several external data interfaces, as well as one serial interface or Ethernet interface for local configuration management and adjustment.

      1. Requirements to lan

Architecture of LAN of ACS TP should use a highly reliable industrial protocols, technology-based Ethernet (IEEE 802.3) and standard redundancy schemes such as RSTP (Rapid Spanning Tree Protocol), in accordance with the IEEE 802.1Q, IEEE 802.1s, MRP (MediaRedundancyProtocol), in accordance with IEC 62439-2, PRP (ParallelRedundancyProtocol), in accordance with IEC 62439-3 Clause 4, HSR (High-availabilitySeamlessRedundancy), in accordance with IEC 62439-3 Clause 5, and other protocols, providing a guaranteed transmission of messages on the LAN.

To transfer data to the LAN using Ethernet should be employed an optical fiber (multi-mode or single-mode). Application of “copper” Ethernet should be limited to short Ethernet connections in communications equipment cabinets “field” level or SCR, which ensures the proper level of protection against electromagnetic radiation.

Communication equipment of LAN shall meet the requirements for electromagnetic compatibility and the possibility of operating in a high level of electromagnetic interference: IEEE 1613 Class 1 и Class2, IEC 61850-3, IEC 61000-4, IEC 61000-6.

Communication equipment of LAN should be provided redundant power supplies. Ports Ethernet network switches and routers must be organized in modular enclosure systems with the ability to “hot” replacement of modules.

Communication equipment of LAN is delivered with the software configuration. Web-based interface for the software is preferred.

To diagnose the condition and monitoring should be applied the standard SNMP (SimpleNetworkManagementProtocol). Documentation of network equipment should include a description of information databases.
