    1. Data exchanges with higher levels of dispatcher control

To provide access to operating and technological information of ACS TP SS and functions of remote supervisory control from higher levels of dispatcher control, supplied SHS of ACS TP must be provided with the appropriate hardware and software interfaces.

Software and hardware interfaces must provide redundant data exchange and supervisory control for:

  • Dispatch Center BEN

  • Dispatch Center ES

  • National Dispatch Center – only information exchange.

Program Interfaces of ACS TP should provide access to the following types of information:

  • Operational process – measurement data and state of controlled switching devices, equipment, engineering services, external environment, status and configuration control system, etc.

  • Historical – archive operational process data, statements of events, the change log.

The Employer has digital TV transmission using Ethernet technology, and transport protocols TCP\IP as main communication channels. The Customer has narrowband analog channels as a back-up communication channels.

To ensure information exchange and supervisory control services the relevant standard protocol IEC 60870-5-101 и IEC 60870-5-104 should be applied.

Protocols profiles agreed at the stage of detailed design

    1. Interaction with adjacent subsystems

      1. General Requirements

The ACS TP shall comprise and support a two-way data exchange with the following subsystems:

  • Automated subsystem for electric power fiscal metering (ASPFM)

  • Relay protection and emergency controls subsystem (RP & SA)

  • The SS main equipment diagnostic subsystem

  • Security video surveillance subsystem

  • Building security alarm subsystem

  • Fire alarm subsystem

  • GIS ventilation and air conditioning subsystem

  • SURS monitoring subsystem

  • Metrological monitoring subsystem

  • Other digital systems or microprocessor devices installed at SS, should there be a necessity to supply data from them to the SS duty personnel.

  • System of data retransmission to the higher levels of control.

Data exchange with the above system must be implemented with standard and generally accepted protocols such as IEC 60870-5-104, IEC 61850-8, Modbus, OPC DA.

ACS TP shall monitor the status of adjacent subsystems with the preferred use of “dry” contacts watchdog-relay in controllers of controlled systems. In the absence of such technical means ACS TP must control the permanent data exchange with adjacent systems and give alarm in case of its absence.

Information on the application of specific protocols and adjacent systems hardware will be available to the Supplier at the stage of detailed design.

      1. Interaction with aspfm

When SU position changes (circuit-breakers, disconnectors, auxiliary devices, OLTC positions) it is required that the following data are transferred from ACS TP to ASPFM:

  • connection name,

  • device ID,

  • date/time of operation,

  • operation (open/closed).

  • OLTC tap change etc.

ASPFM shall provide to ACS TP data on the system parameters electric power cross-flows, as well data on auxiliary power consumption.
