      1. Requirements for the maintenance and repair

All technical means of ACS TP must be operated in a mode of work around the clock without a permanent staff on site.

Maintainability of the hardware on the grid object should be ensured by replacing the damaged functional module (block) or a model element replacement, followed by its repair in the Supplier’s service center. The median time to recovery of the hardware operation condition must be no more than 2 hours with a time troubleshooting.

The Supplier must provide a recommended set of spare parts, based on the life of the system’s hardware:

  • substation level (upper level): workstations, servers, network equipment – not less than 7 years

  • controllers, IED, transducers, etc. – at least 15 years

Composition of SPTA agreed at the design stage (of the contract).

Complex ACS TP hardware must have built-in self-diagnostics with a view to continuous monitoring of performance, and to identify functional modules or components that require replacement.

ACS TP system should be composed of image display of the results of the test control of its various components.

AS part of ACS TP, hardware must be supplied with the necessary maintenance facilities, providing equipment workstation of operating, maintenance personnel system administrator.

      1. Arrangement of power supply

Power supply of hardware equipment of connection level must be provided by the DC board voltage of 220 V.

Power modules of lower level devices must be redundant and connected to two independent network of DC power.

Power of hardware equipment of substation (upper) level should be provided by the supplied guaranteed power supply system. Interruptions in the power supply system should not be.

The guaranteed power supply system must be based on redundant inverter 230 V AC/220 V DC – 230 V AC, which is powered by redundant AC power (230 V AC) from the auxiliary board and DC (220 V DC) from the DC board.

The output of guaranteed power supply system shall have 2 independent power lines, which energize redundant power servers, network switches and other equipment with two power supply units. Redundant operator and engineer workstations and printers are supplied from one of the power lines.

The Supplier shall provide a calculation of electricity supply for the guaranteed power supply system.

If the calculated capacity of the system of guaranteed power supply of more than 10 kW, the connection to the AC power must be three-phase.

Supplied system of guaranteed power supply should have a power reserve of at least 25% of the calculation.

      1. Requirement for Embodiment of Control Cabinet

ACS TP equipment must be installed in cabinets of unified standard sizes 800x800x2000 with unilateral or bilateral access for maintenance.

When there are LED signal indicators on the faceplate, the cabinet door shall be transparent. The number of manual operational management should be minimal.

All external cable connections, the connections between the cabinets must be carried out through a set of terminal blocks installed in cabinets or intermediate marshaling cabinets.

Cabinets for equipment allocation must be equipped with devices to provide the required heat setting conditions of the installed equipment, service outlets (220 V AC) and lighting.

To ground the body of the device to be placed in cabinets, cable shields, etc., inside the enclosure, preferably to provide a special copper bus. Grounding of cabinet construct must be carried out in accordance with GOST 12.1.030 to the general contour of the ground. The electrical resistance between the grounding bolt and any metal part of the cabinet and the device inside the cabinet should not exceed 0.1 ohms.

Cabinets must be equipped with mechanical locking doors (locks), excluding their spontaneous or unauthorized opening.

Constructs and positioning of cabinets for ACS TP equipment must comply with electrical and fire safety in accordance with the PTE (operational regulations), GOST 12.2.003-91, GOST 12.2.007.7, GOST 12.1.004. Classes of equipment protection in accordance with GOST 14254 shall conform to IP 54 for equipment and cabinets to be placed in the premises of substation and IP 64 for equipment and cabinets to be placed on the territory of the open switchgear/AIS.
