Exercise 4. 2 Read and translate the text:
Under state and local laws, businesses and individuals pay many kinds of taxes: state and city income taxes (individuals pay graduated income taxes), social insurance and other payroll taxes, unemployment taxes, real-estate taxes. Businesses pay taxes on profits and capital, turnover taxes, export/import taxes, excise taxes, sales taxes and of course, value-added taxes.
The fiscal system of Ukraine includes taxes, other compulsory payments to the budget and state purpose-oriented funds. The system of taxes includes general state and local taxes and duties. General state taxes: payments with the same mechanism of performance all over the territory of Ukraine. As for local taxes, these are listed in Article 10 and Section XII “Local taxes and duties” of the Tax Code. The local mandatory payments include :
1. The tax on real estate other than land;
2. Single tax;
3. The fee for the implementation of certain business activities;
4. The fee for parking vehicles;
5. Tourist tax.
Earlier, local taxes included tax on advertising, municipal tax, fees for parking of vehicles, market fee, resort fees, payment for participation on the races in hippodromes, payment for prize on the races in a hippodrome, fees for use of a local symbolism, payment for shooting films, and payment for holding local auctions, competitive sales and lotteries.
On January 1, 2011 Ukraine enacted a law “On the collection and a single fee for obligatory state social insurance” which introduced a single social contribution, bringing together the various contributions to the social fond (pension, unemployment insurance, accident at work, and for temporary disability).
Each Council (Rada) possesses the right to independently determine benefits, rates and dates of local payments.
