THE CABINET
The power of big business over the Government of the UK is mil only assured by its direct representation in Parliament. Above all it is assured by its influence over the Cabinet, the real instrument of Government. The Cabinet is a kind of "inner government" within the Government. Over the years the membership of the Cabinet has varied in size between 17 and 23 and includes the Lord President of the Council, the Lord Chancellor, the Secretary for Foreign and Commonwealth Affairs, etc.
The ultimate decision on all questions of policy rests with the Cabinet. The Cabinet directs the administration, controls the process of lawmaking, and dominates the House of Commons. It decides what subjects shall be debated in the House, drafts and proposes all important legislation. The consequence of this effective dictatorship of the Cabinet is that it can act first and seek approval afterwards.
Just as the Cabinet has acquired great power in Parliament, so the Prime Minister has gained power and prestige at the expense of his Cabinet colleagues.
The strength of the Government is powerfully reinforced by the right of the Prime Minister to dissolve Parliament at any time. However intensely the back-benchers may dislike a particular aspect of the policy of their government, they dare not vote against it for fear that the Prime Minister would resign and bring about a general election which would certainly be very unfavourable for their party.
Thus the Government can carry out a policy which is against the wishes of a majority of the Mouse of Commons.

THE STRUCTURE OF LOCAL GOVERNMENT IN THE UK
Britain's local government is a system of providing vital public services in a wide range of activities including social welfare, commerce, health, leisure and crime prevention. Local government in the UK comprises 467 major councils and 9.000 town parish councils and employs one of the largest workforce in the UK.
All local authorities derive their powers from Parliament and the central government. Parliament can expand or abolish any particular authority.
Traditionally the most important local area is the county. It is the oldest local unit of government. England has been divided into counties for more than 1.000 years; there are fifty-three counties in England and Wales.
Within the counties the oldest units are the parishes. These are the local communities or villages which were originally centered on the churches. The parish councils have a significant role in representing the interests of their residents to the larger councils in the area.
The districts are more modern local units of government; they are modern amalgamations of parishes.
In Greater London the local government authorities are the councils of thirty-two London boroughs and the Corporation of the City of London. In Scotland there are nine regions, divided into fifty-three districts. Northern Ireland is administered by twenty-six district councils.

The value of an administration depends on the way its staff is deployed, according to the efficiency of the regulations and the processes of allocation, promotion, secondment and so on. The use which is made of public servants can contribute also to their training and development. Lastly morale and efficiency are always influenced by the quality of the management which the official is subject.
Personnel management is relatively simple when it concerns officials recruited to fill a specific post, who do not belong to any particular corps and are not in the career service. Personnel management is very complex when it concerns career officials. The difficulties arise round the following problems, some of which concern non-career staff, too:

- how can good human relations be established within the civil service?
