1. Citizens have a right to conclude obligatory insurance treaty taking into account limited usage of transport means. The period of transport means usage during one year and drivers admitted to drive this transport means are noted in application for conclusion of obligatory insurance treaty.

2. During the validity of obligatory insurance treaty the insurer must immediately inform assurer about changes noted in application for conclusion of obligatory insurance treaty in written form.

If limited usage of transport means is noted in obligatory insurance treaty the insurer must inform assurer in written form before to let a driver, not noted in policy of obligatory insurance about this driver's right to drive and also about increase of transport means usage period in comparison with noted in treaty period.

3. If assurer gets application from insurer about change of 6 items of information, noted in application for conclusion of obligatory insurance treaty or presented by him while concluding obligatory insurance treaty assurer has a right to demand payment of additional insurance bonus according to risk rate increase and to re-issue policy of obligatory insurance taking into account insurance rates of obligatory insurance.

If informed by the insurer changes deal with information, contained in policy of obligatory insurance, special sign of state sample, the policy of obligatory insurance and special sign of state sample must be returned to assurer who must give to insurer during 2 working days re-issued (new) policy of obligatory insurance and special sign of state sample. Returned by insurer policy of obligatory insurance and special sign of state sample are kept by assurer together with the second copies of re-issued (new) documents. At original and re-issued policy of obligatory insurance a note about re-issue with date of re­issuing and numbers of policy of obligatory insurance (original and re-issued) is made.

4. The document proving fulfillment of obligatory insurance is a policy of obligatory insurance, performed by assurer according to the form of annex 2. Blank of obligatory insurance policy has a single form along the whole territory of Russian Federation and is a document of strict account. Policy of obligatory insurance is given to a person the responsibility of which is insured by obligatory insurance treaty noting used transport means and (or) trailer.

Simultaneously with policy of obligatory insurance insurer is given free of charge list of assurer representatives in subjects of Russian Federation, special sign of state sample according to the form of annex 3, text of the present Rules, 2 blanks of road traffic accident report according to the form approved by Ministry of Internal Affairs of Russian Federation coordinated with Finance Ministry of Russian Federation.

Hereafter the blanks of road traffic accident reports are provided by assurer free of charge at demand of a person the responsibility of whom is insured by obligatory insurance treaty.

Policy of obligatory insurance is given to insurer just after his payment of insurance bonus by cash. In case of its payment by cashless transfers policy is given not later than one working day after the day of transfer insurance bonus to the account of assurer.

In case of loss of obligatory insurance policy and special sign of state sample insurer has a right to get their doublets. In this case the second and every following doublet are given to insurer for payment counted according to the expenses for their fabrication.

5. Obligatory insurance can be realized by one obligatory insurance treaty together by several assurers (coinsurance).

In case of coinsurance obligatory insurance treaty is concluded by one assurer from the name of all assurers participating in coinsurance. In relations with insurer and injured the noted assurer has all rights and bears all duties by obligatory insurance (coinsurance) treaty. However the assurers participating in coinsurance must have license for realization of obligatory insurance and bear the same responsibility before injured for realization of insurance payment.

6. Insurers concluded obligatory insurance treaty and using transport means for transporting passengers must inform passengers about their rights and duties according to obligatory insurance treaty.

7. Driver of transport means participating in traffic must have policy of obligatory insurance and special sign of state sample.
