1. What are the tasks of the Basics of Life Safety course?

Tasks of the course:

1. study the legislative acts of the Republic of Kazakhstan on the construction and operation of the Civil Defense, protection of the population, the environment and organizations from emergency situations of natural, man-made and the use of modern means of destruction;

2. equip future professionals with theoretical knowledge and practical skills needed for the prediction and optimal decision making in emergency situations to protect the people and production staff of organizations from the possible consequences of accidents, natural disasters and the use of modern means of destruction;

3. develop skills in carrying out emergency rescue and recovery and other urgent work to eliminate the consequences of accidents, natural disasters and the use of modern means of destruction.

2. What are the objectives of the Basics of Life Safety course?

Course Objectives:

to equip students with theoretical knowledge and practical skills necessary to: - Create a comfortable (normative) state of environment in the areas of work and recreation;

- Develop and implement measures to protect a person and the environment from the adverse impacts;

- The identification of negative impacts of natural, technogenic and anthropogenic origin; - Design and operate of equipment, processes and facilities management in accordance with the requirements of safety and environmental performance;

- Sustainability of facilities management and technical systems in normal conditions and in emergency situations;

- Forecasting and assessing the consequences of emergencies on humans and the environment;

Decision-making in protection of population, production personnel from the possible consequences of accidents, natural disasters and the use of modern means of destruction, as well as measures to eliminate their consequences

3. What is referred to as “the level of human and social development, characterized by the significance of the provision of life security in the system of personal and social values, in the prevalence of stereotypes of safe behavior in everyday life and in protection from threats and hazards under hazardous and emergency situations in all spheres of life”? 4. What is the object of the culture of life safety at the primary level? It is obvious that the object of a culture of life safety at the primary level is a person. Undoubtedly, the personality traits are crucial to prevent the development of hazardous and emergency situations, to minimize their negative effects.

5. What are the components of the culture of life safety? Proceeding from the above, it is necessary to distinguish the components of the culture of life safety:

• at the individual level - it is comprised of worldview, norms of behavior, individual values and personal preparedness in the field of life safety;

• at the collective level – it is comprised of corporate values, professional ethics and morals, trained personnel in this area;

• at the state level – it comprised of the traditions of safe behavior, social values, the preparedness of the population in the area of life safety.

6. What are specific features of the public policies of life safety? The special features of such a policy should include:

• active implementation of national and regional programs aimed at preventing emergencies and mitigating their effects;

• active involvement of citizens, public organizations and society as a whole to ensure the safety of citizens, making public policy in this area of the national character; • development of the security services, complex services and products that enable the human security, which the market can provide in addition to state protection; • involvement of insurance mechanisms for risk mitigation, formation of positive public opinion in compulsory fire insurance as part of a culture of life safety, explaining the foundations of public policy in the insurance of risk emergencies, the appropriateness of a taxation on fire and other types of security.
