TRAFFIC ACCIDENTS INVESTIGATION

A motor vehicle traffic accident occurs when a motor vehicle in motion on a public street causes death, injury or property damage. Typical traffic offences are: motor car accidents, overturnings, running over barrier, cyclists, pedestrians and the falling of passengers from vehicles.

In most cases, the incorrect behavior of drivers and pedestrians are the main causes of traffic offences. Incorrect behaviour on the part of the driver: drunk driving, driving a vehicle known to be defective, incorrect evaluation of road conditions. Those offences which are most frequently committed by pedestrians include the following: crossing the street in front of and close to on-coming traffic, crossing the street where it is not allowed, emerging unexpectedly from a stream of traffic, crossing the street without waiting for traffic light.

The examination of the scene of a road-traffic accident is carried out as soon as information is received. On the scene of the crime, the investigator must search for and identify various traces, carry out measurements, draw up plans and diagrams of the accidents and make photographs. On arriving at the scene the investigator initiates a series of urgent measures. First of all, he must ensure that the examination will be carried out in safety. If there are any victims on the scene of the accident, they will need first-aid treatment. It is necessary to identify the mutual disposition of the vehicles, traces and other items and to take photographs.

As soon as he arrives at the scene, the investigator should examine and determine the less stable traces. Characteristic objects road-traffic accidents are the road, the car and the person (or corpse).

There may be other traces resulting from a road-traffic accident taking place on the highway. Braking traces are especially important. The exact measurement of the stopping distance is very significant. It is possible to determine the speed of the vehicle at the moment of impact and the full stopping distance. Other items and evidence may be found on the roadway: oil stains, petrol, bits of headlights: other parts of vehicle.

The presence, position and the character of any damage on the body of the corpse enable the investigation to reconstruct the fact position of the victim at the moment of the impact. An examination of the vehicle may help the investigator to discover traces formed at the time of the accident, to reconstruct the way the accident happened and find out the mechanical condition of the vehicle involved.

In examining the driver’s cab the investigator should study the state of the control levers and instrument panel, check the brakes. All these traces should be analyzed with the help of motor vehicle mechanics and road-accident criminalists.

The results of the examination of the scene of the traffic accident should include the following information: the size and relative dispersal of the various objects and the damage done.

These results usually form the initial basis for an expert examination to be made.
