Such clauses are used with
Subjunctive II. Most often the expression "It's high time..."
is followed by the Past Indefinite form of the verb (very rarely,
almost never by the perfect).
Ex. It's
time we knew where we stand.

Note:
Some grammarians do not refer "It's time.." to attributive
clauses, considering them mere set phrases.

second verb forms: studied, spoke, did, got, sang, tried, gave,
